n October 1 - An officer was dispatched for a criminal damage complaint. The complainant said he was going to the grocery store but noticed the front passenger side tire to be flat on his vehicle which was in the driveway of his residence in Abbotsford. The man said when he noticed the tire to be flat, he called 911. The man said he talked with a CAPD officer who did not observe any damage to his front passenger side tire. The man then said he took his vehicle to a local mechanic who put a new front tire on his vehicle. The man said he was informed by an employee at the auto service business that it appeared the valve stem to his tire had been cut which made the tire go flat.

The man said he also noticed there to be some small scratches to the middle of the rear bumper of the vehicle. The man gave the officer a name for whom he thought had cut the valve stem but did not say why he thought it was this person. The officer had the man fill out a written statement and lack of consent form.

n October 3 - An officer was dispatched to Abbotsford High School in reference to an individual who appeared to be under the influence of a narcotic. The officer arrived and met with the school resource officer who said there are some independent contractors working on the new playground being built at the school. An employee of the school had spoken to the male and said it appeared the man was high and had smoked marijuana. The officer was shown the vehicle the male was using and because the vehicle was parked on school property, the officer was asked to deploy his K9 for a free air sniff of the vehicle by school staff. K9 Dodge alerted to the vehicle.

The male in question came over by the officers. The man said he was driving the truck and it belonged to his employer. The man was asked if he had smoked any marijuana but the man said he does not use marijuana. The man said there were not any drugs inside the vehicle. The man was notified that the K9 officer alerted to the vehicle. The man then admitted to having a small amount of marijuana in the vehicle.

The officer searched the vehicle and found a black, plastic container with a green, leafy substance inside. The officer also found a small box in the rear seat of the vehicle which had a yellow, waxy substance inside which was consistent with THC wax. A few more items of contraband were found and all the items were transported to the police department.

The man was issued a citation for possession of marijuana and left school property. The items were tested at the police department and tested positive for marijuana.

n October 4 - An officer was notified of a call from the previous night. The call was about a group of kids being loud and obnoxious with one of the kids having exposed their rear end in the dining area in front of a customer at a local restaurant. The officer went to the restaurant and spoke to a manager who said a customer had reported that she witnessed a customer expose his rear end while in the dining area.

The woman identified the male and was very upset because of the incident. The manager kicked the kids out of the restaurant as a result. The officer called the witness who said the kid had been mouthing off and was being very obnoxious. The woman said the incident upset her enough that she lost her appetite and asked for a bag to take the remainder of her food home. The woman said the manager told her the cameras did not catch the incident.

The manager said that she spoke with her general manager due to past issues with the male causing scenes and now this incident. The employee indicated the business would like the male to be trespassed from the premises.

The officer went to the school the male attends. The officer told the kid he was there to speak to him about a mooning incident. The male said he was just showing off to his friends and did not realize there were other customers in the restaurant.

The officer gave the male a trespassing warning letter and explained that he was no longer welcome at the restaurant. The officer also issued him a citation for disorderly conduct which was dropped off at the male’s house. His parents were notified of the incident.

n October 5 - An officer took a walk in report from a person who said she was having an issue at work. She said she works at a factory in the area and her conveyor line was moving too fast for her to keep up with. A coworker, who was a recent hire became frustrated with having to pick up the complainant’s slack and walked over to her. The complainant said the suspect punched her twice in the stomach out of frustration. The victim said it knocked the wind out of her. After, she reported the incident to her supervisor.

The officer had the victim fill out a lack of consent form and told the woman he would look into the incident. The officer called the company’s HR department and spoke with a worker who said she had received the report from earlier that day and had done an investigation into the incident. The employee sent the officer statements from both involved employees along with video footage of the incident.

The employee said that neither party’s story matched what had been found on video completely. The video showed the suspect walk over to the victim, point with one hand and execute one very quick punch motion forward with her right hand. The victim did not appear to react to the strike and there was only one apparent strike that occurred before the suspect walked back.

They had brought the suspect into the office and she had lied about the motion of her arm saying that the victim had actually hit her. The suspect was ultimately fired. The officer reviewed the video and had another officer review the video but it was determined that the action did not meet the severity of charging the suspect with a crime.

n October 5 - An officer was dispatched for a disturbance at a local bar and restaurant. The officer was notified by dispatch that nothing physical had occurred and that it sounded like a dispute between apartment renters. The officer arrived and met with a man who said he had recently bought the apartment. The man said he was gone for the weekend and when he came back, his girlfriend had a homeless guy moved into his apartment.

The owner said he was not allowed to stay there and when the apartment owner told the man to get out, he called 911. The officer spoke with the man’s ex-girlfriend who said the man was controlling and abusive and that he did get this apartment for her by requiring her to put money in his account so he could then pay for the apartment.

The woman said that the man hadn’t lived there in the six days that she’s had the apartment and that he had come over to drop off her clothes that were left with him. The woman thought the man had somehow gotten a key to the apartment and made a copy of it. The woman said her landlord could confirm that she was the only one that was supposed to be staying there.

The officer spoke to the man who was the “homeless” guy that the man had referred to prior. The man said that he was staying there with the woman as they had started a relationship. The man said the apartment owner had come up to the apartment to drop off clothes and started telling him that he needed to get out as the man had bought the apartment. The man said the owner had escalated it quickly so he called 911.

The officer then spoke to the building owner who said he did not have a lease written up but that he charged rent based on how many people were staying in the apartment. The owner said he was under the impression that the apartment was purchased for the woman to live in alone.

The officer went back to the man who had bought the apartment and told him he did not live there and the woman did. The woman said he was not welcome there so the man needed to leave. The man was warned further similar instances could result in charges for him. The man said he understood and left.

n October 6 - An officer was notified that there were people banging on doors and yelling at an apartment building in Colby. The officer arrived and made contact with the complainant who said her downstairs neighbors are always yelling and making noise throughout the day and night. The complainant said there was a male that was knocking on her door and began to yell at her. The complainant said when the man was yelling at her, she yelled back and after several minutes, the man went back downstairs. The woman said she just wanted the man to leave her alone.

The officer then made contact with the man who said he and a woman had just arrived home and the woman who lives above them started to stomp on the floor. The man said he took a video of what happened and showed the officer. In the video, the man walks up to the woman’s apartment and knocks on the door. The woman starts yelling at the man to leave her apartment and leave her alone. The officer did not observe the man to yell at all as he was just going to tell the woman to stop stomping on the ground. The woman then tells the man she was calling law enforcement and the man walked back down to his apartment.

The officer told the duo that the walls in the apartment are thin so it doesn’t take much for sound to travel. He told the duo to talk to their landlord about the issue. The officer told them as neighbors they needed to get along and left the scene.

n October 7 - An officer was on patrol when he observed a vehicle driving in front of him and ran the license plate through the Wisconsin Department of Justice system and found the vehicle to have expired registration. The officer initiated a traffic stop and met with the driver who said he did not have a driver’s license or insurance on the vehicle. The officer ran the man through dispatch and found the man to have two Clark County warrants.

The officer reapproached the vehicle and issued the man citations for operating without a valid license, operating without insurance and gave the man a warning for expired/unregistered vehicle. The man was then placed under arrest for the warrants and was transported to the Colby-Abbotsford Police Department. Approximately 20 minutes later, an associate of the man arrived and provided the money for the warrants. The man was then released.
