n September 17 - An officer was dispatched in an attempt to locate a dark colored car. Dispatch advised the caller observed the vehicle was crossing the center line of the roadway on Hwy. 29 striking orange construction barrels on the roadway and the vehicle’s speed was varying.

The officer observed the vehicle travel past him on Hwy. 29 and followed the vehicle. Down the road, the vehicle crossed the center line of the roadway as other vehicles were attempting to pass in the passing lane. The officer was given authority to stop the vehicle in Clark County jurisdiction by a Clark County officer.

The CAPD officer stopped the vehicle and met with the driver. The officer immediately observed a strong odor of intoxicants coming from inside the vehicle. The driver said he was on his way home from a friend’s house in Marathon. The officer observed several open containers of beer inside the vehicle and observed the driver’s eyes to be bloodshot and glassy. A Clark County deputy arrived on-scene and took control of the traffic stop, later arresting the man for driving while under the influence.

n September 25 - An officer was working in Colby and following a vehicle when he ran the registration on a vehicle in front of him. The result showed no vehicle associated to that specific license plate. The vehicle also had a defective brake lamp. The officer conducted a traffic stop of the vehicle and met with the driver who said he did not have a driver’s license.

The driver said he had just purchased the vehicle two weeks ago and has not yet registered the vehicle. The officer conducted a records check of the driver and the vehicle’s VIN. The man had a Clark County child support warrant and also had a suspended driving status. The man said he did not believe he had a warrant. The man was placed under arrest and was transported to the Colby-Abbotsford Police Department. The man posted the $500 bond and was issued citations for operating while suspended and non-registration of auto vehicle. The man was then released.

n September 27 - An officer took a theft complaint from an Abbotsford resident. The man said he purchased his son a bike for his birthday this summer. The man said he leaves his kid’s bicycles outside of his residence but he noticed a few days prior that his son’s bike was missing. The man said he did not give anyone permission to take the bike and did not know anyone that would have taken the bike. A lack of consent form was filled out for the bike.

n September 28 - An officer was dispatched to an address in Abbotsford for a disturbance. Dispatch advised there were two males actively fighting inside the residence. The officer arrived and made contact with a 39-year-old man who was outside of the residence. The man said at 1 p.m. the man and his wife were laying in bed inside their bedroom of the residence. The man said his upstairs neighbor, a 41-year-old man walked into his residence.

The 39-year-old man said he left the front door to his residence unlocked and the 41-year-old man walked into his residence without letting him in. The 39-year-old man said he stayed laying in bed and told the intruder to get out of his residence. The suspect then went back upstairs.

The complainant said prior to the officer’s arrival, the man’s wife picked him up from his job and said he was home on his lunch break. The man said he was inside of the residence and again observed his upstairs neighbor walk into his residence without his permission.

The complainant again told the suspect to leave as he was not invited over or wanted in his residence. The complainant said he pushed the suspect towards the front door as he would not leave. The man said he and the intruder began to wrestle on the ground near the front door of the residence. The complainant said he just held the man on the ground until he agreed to leave. The man said there were no punches thrown and the officer noticed there to be a scratch on the man’s biceps.

The officer then made contact with the upstairs neighbor who said he walked down to the complainant’s residence to ask him if the lawn needed to be mowed and to pick up his dog poop. The man said he walked into the first door of the downstairs neighbor’s residence as there are two doors to get into the residence. The suspect then said the second door was already open so he walked into the residence where he met the other man standing near the doorway. The complainant then told the suspect to get out of his house several times before attempting to punch the suspect in the face.

The suspect said he grabbed the man around his ribs with both arms and brought the man to the ground. The man denied entering the residence earlier that day. The officer then spoke to the complainant’s wife who said the man had gone into their apartment at 1 p.m. without permission. The woman’s story matched what her husband had said. Both men were run through dispatch and the complainant came back as being on probation. The officer contacted the on-call probation agent who wished to have the man placed on a probation hold.

Another officer arrived on-scene and the 39-year-old man was placed under arrest for a probation hold and transported to the Clark County jail. The 41-yearold male was also arrested for criminal trespassing of a dwelling and disorderly conduct and was transported to Clark County jail.

n September 28 - An officer ran the registration on a vehicle he was following and the owner of the vehicle came back as having a warrant through Clark County. The officer stopped the vehicle and met with the driver who identified himself as a name which was later found to be a fake name. The officer asked the man to write down his name and date of birth. The man did so writing a fake name but the correct date of birth. The man said he did not know his address and said the car belonged to a friend. The man was very nervous and was shaking as the officer spoke to him.

The officer went back to his squad and ran the fake name through dispatch. The name did not come back on file. The officer looked at the information on the warrant which said the man had tattoos in the same spot the suspect the officer was talking to had. The officer asked the man what his real name was and the man gave him his real name. The man said he was nervous because last time he was arrested he did not do anything wrong but no one believed him. The man admitted to missing his court date.

Among the man’s bond conditions for battery and disorderly conduct was a nocontact order with a woman. The same woman was a passenger in the man’s car at the time of the traffic stop.

The officer placed the man under arrest for bail jumping, obstruction and for the warrant. He was then transported to Clark County jail.

n September 29 - An officer received a phone call from a manager at a local bank who said approximately four males came into the bank attempting to cash fake checks. The employee said the bank did not cash the checks for the individuals but later learned a different branch of the same bank did cash the checks for the individuals. The manager said one of the male individuals who came into her branch left one of the checks and an ID card.

The officer arrived at the bank and met with the bank employee who handed the officer the male’s information. The officer observed the ID card to be fraudulent. The check was made out to a man with a Dorchester address and observed the account holder to be a business in Athens. The woman became suspicious when the men came in with checks from the business as that particular business does not normally give checks in hand.

The woman said she has seen a legitimate check from the business and the one provided by the man looked similar. The woman said she contacted the business and was notified that the checks were indeed fraudulent. Staff at the local branch asked why they did not go to a branch of the same bank that was closer to the business who issued the checks which made the male individuals nervous. The employee said one of the men left the building and left his signed check and his ID card and never returned to the bank looking for his “lost” ID and check.

The employee said the cameras at the bank were currently down but advised she would contact the camera company to see if a background recording was active during the time the males came into the bank. The officer contacted the Owen/Withee Police Department and advised them of the situation. The situation required follow ups during the officer’s next working shift.

September 30 - An officer received a call from an Abbotsford resident who said he had a car parked for sale at his property in the city of Abbotsford that appeared to have been tampered with. Upon arrival, the man said he drove by the vehicle earlier that day and observed the “for sale” flyer he had taped to the interior of the windshield to be ripped off. The man said he pulled into the lot and observed the front driver’s door to be unlocked. The man said he located a water bottle in the vehicle and said the interior plastic fuse panel cover was removed and laying in the interior of the vehicle.

The officer looked at the vehicle and observed all doors to still be locked. No damagetotheexteriordoorwasobserved and the man said the key for the vehicle was located inside of his residence. The man said he did not have any cameras on the property. The officer agreed to perform extra patrol around the property.

n September 30 - An officer was working in Colby when he observed a SUV traveling south on Hwy. 13 approaching West Spence Street. The officer observed the vehicle to be driving near the center of the roadway. The officer provided dispatch with the registration information for the vehicle and asked them to conduct a records check of the owner. While waiting for that information, the officer observed the vehicle come to a stop and turn off. The officer saw a male individual step out of the driver’s seat and stand near the front driver’s side door. The officer observed him to be unsteady on his feet. Dispatch then advised that the registered owner of the vehicle did not have a driver’s license issued.

The officer made contact with the man who said the vehicle was his friend’s vehicle. The man verbally identified himself and in doing so, the officer noticed the man had glossy, bloodshot eyes and had a strong odor of intoxicants coming from his breath. The man said he had three beers and was coming from a friend’s house.

While speaking to the man, two females and a juvenile female exited the house that they were parked at and spoke to the officer. The driver agreed to perform field sobriety tests and a preliminary breath test to ensure he was safe to drive. The result of the preliminary breath test was 0.185. The man was then placed under arrest for operating while under the influence.

The officer located the driver’s wallet and found an ID card which showed the man’s name. The man’s wife told the officer she would meet them at the police station. The man was transported to the police department where he was issued citations for operating while under the influence, operating without a valid license and operating with a prohibited alcohol concentration greater than 0.15.
