Larry R. Moen, 90, a retired Air Force officer, and a public and consumer affairs executive for the U.S. government, until his retirement in June 1987, died peacefully, Tuesday, July 5, 2022.

A former member of the U.S. Senior Executive Service, he lived in Vienna, Va., from 1968-2010, when he and his wife, Barbara, moved to a retirement community in Fairfax, Va.

Larry was born in Cornell, Sept. 19, 1931, the son of Ole and Eva Moen, and was a graduate of the University of Nebraska. He also did post-graduate work at American and Boston universities.

He retired as a major from the Air Force in 1971, after serving in several key positions as a command pilot and public affairs officer. Among his decorations were the Air Medal, Vietnam Service Medal, Air Force Meritorious Service Medal and the Air Force Commendation Medal.

After leaving the Air Force, Larry joined the President’s Economic Stabilization Program, as director of public affairs for the Pay Board. Later, he was deputy director of public affairs for the Cost of Living Council.

Before joining the Veterans Administration as deputy administrator for public affairs, he was director of information for the Employment and Training Administration. From 1985-86, he was on executive loan to NASA and the Young Astronaut Council, as their first director of public and congressional relations.

After his retirement from the government, he established MAPR, Ltd., a consulting firm for executive public relations.

Larry was a member of the Air Force Association, the Military Officers Association and the Army-Navy Country Club, where he was a charter member in the Fairfax Follies golf group. He was co-founder in Cornell, of the Society for the Prevention of the Extinction of the Art of Lutefisk Eating. (SPEALE), an organization with chapters in several states.

He is survived by his beloved wife – Barbara, Fairfax, Va.; three daughters – Rebecca (RC) Fields, Alexandria, Va., Connie (Gregg) Burgess, Lake Frederick, Va., and Krislyn (RJ) Keller, Lewes, Del.; eight grandchildren; three great-grandchildren; and a brother – Daryl, Columbia, Mo.

He was preceded in death by his sister – Ardell May, Madison; and a brother – Warren, St. Paul, Minn.

Services and burial at Arlington National Cemetery, will be held at a later date.
