A lack of affordable housing is an ongoing crisis for almost every municipality in America. With so many young families and people being priced out of many places to live, construction of new and affordable housing has been on the minds of many city councils and village boards. In Spencer, some real progress is being made to address the issue, with new construction in the Graupner subdivision.

On July 8, representatives from the Village of Spencer, Spencer Chamber of Commerce, the Marshfield Area Chamber of Commerce, and S.C. Swiderski held a groundbreaking ceremony for a new apartment complex that is to be constructed along West Willow Street on the southwestern edge of the village.

“It’s a beautiful day in the neighborhood,” said Spencer Village President Harry Toufar, greeting the dozens of people in attendance during the ground breaking ceremonies held that morning. “And what a beautiful day to usher in this new apartment complex. We’re happy that you’re here.”

S.C. Swiderski will be constructing four buildings on the 6.6-acre site with 48 new apartments in total. The apartment types will include one-, two-, and three-bedroom apartments, with one set of buildings constructed on a single level while the other set of buildings will be constructed as a multilevel complex. The available apartments will vary in size, with the smallest singlebedroom apartments being 651 square feet and the largest three-bedroom apartments covering 1,247 square feet. One set of apartment buildings will have a separate garage while the single level apartments will have 2-car attached garages.

The process to bring this housing to the Spencer community began back in 2020 when the village purchased the land that became the Graupner subdivision. The village then reached out to S.C. Swiderski about the 60 acres of land and inquired if there was interest in building an apartment complex there. During the next few years the plans were finalized and the site investigated, while the village worked to install roadways, curb, gutter, and water and sewer lines in the new subdivision for development of the area.

“The village had a plan and a vision,” said SCS development manager Kortni Wolf. “They have done a lot to make this site build-friendly for us and we’re excited to be bringing housing to this community.”

Currently, there is no definitive end date for when the apartments will be built and opened for residents. A tentative hopeful expectation for the project’s completion is some time in the latter part of 2026, but that could get pushed into early 2027.
