■ ■ March 21 - An officer was advised that dispatch had received a call stating that a semi trailer was dropped off at a property in the city of Colby on February 12 and that day, the driver went back to pick it up but it was not there. The officer called the driver who said he dropped off the trailer as he was on his way back to Minnesota from Chicago and was supposed to pick up the trailer that day. The man said he had parked the trailer near garbage cans in the back of the building which was identified as the southeast corner of the property. The man said when he arrived at the property, he observed a different trailer was parked in the general area of where he had parked his trailer.

The officer made contact with an employee at the business where the trailer was parked who said there are always trailers parked back there and she didn’t know of any theft complaints. She said there were no cameras facing that direction. The officer went to another nearby business but they also did not have any cameras facing that direction.

The next day, the officer followed up with the owner of the trailer that was currently parked in that position. The officer called the owner and talked to the registered owner’s son who said they did not own any semi trailers and only have farm equipment. The son said they have had license plates stolen in the past off of trailers. The officer gave the son the license plate number that was on the trailer. The man said that sounded like one that had gone missing and possibly was stolen years ago.

The officer called a company who also appeared on the registration for the trailer. The company gave the officer a phone number for another company that had recently acquired the company that appeared on the registration. The representative said they had recently purchased a few semi trailers from the company that appeared on the registration but none of the company’s trucks would have any reason to drop a trailer in Colby and they do not distribute in Colby. The representative was given the VIN number for the trailer and he said he would look through their records to see if it ever belonged to them.

The officer then went to the business where the trailer was located.

The officer found that the annual vehicle inspection label showed that the trailer belonged to a company out of Oklahoma City, OK.

The officer called the owner of the missing trailer who said he did not give anyone permission to take the trailer and filled out a lack of consent form. The officer then attempted to call the phone number associated with the trailer that was currently at the business but received no answer. Later in his shift, the officer observed the trailer to be gone from the business and he still was unable to get a hold of the company that appeared on the trailer’s inspection label.

■ ■ March 21 - An officer was made aware of an outstanding warrant for a man in Colby. The officer, along with another CAPD officer, went to the man’s residence and met with the man. The man was notified of and placed under arrest for an outstanding Clark County warrant. The man was transported to the Clark County Jail.

■ ■ March 21 - An officer was notified of a loose dog walking north on North Third Ave. in Abbotsford. The officer arrived and located the dog with no collar following the caller who was walking her dog. The dog walked over to the officer and the officer transported it to the city kennel.

The officer was later told that someone had recognized the dog on the department’s Facebook post as a dog that lives a couple houses down from them. The officer went to the suspected owner and the man said he was in fact missing his dog. The officer showed the man a picture of the dog that was at the kennel and the man said it was his dog. The man’s son followed the officer to the kennel and the officer released the dog to him. The officer spoke to the man’s son about the dog being loose and the person that called and complained that the dog was routinely out and in her yard. The son said they would be more careful in the future.

■ ■ March 21 - An officer was notified of a littering complaint that occurred at a car wash located in Abbotsford. The officer met with the owner of the car wash who said on Sunday, March 10, a vehicle left trash all over his parking lot. The man showed the officer video of a male vacuuming his car and there were items placed on the roof of the vehicle. All of the items blew off the roof and were left scattered in the parking lot.

The officer ran the license plate and it came back to a man in Colby. The officer went to the residence and was told the person who drives the car was not home. The officer left the residence and was parked in a nearby parking lot. The owner of the vehicle pulled up by the officer and said he was the person at the car wash. The man said he would go and clean up the trash in the parking lot but the man was informed the owner had already cleaned it up. The officer told the man he would be mailing the man a citation for littering.

■ ■ March 22 - An officer was dispatched to a business in Abbotsford in reference to a disturbance. The officer was told that two people were causing a disturbance and refusing to leave. The officer arrived and met with the man who was part of the disturbance. The man said he was there to fill prescriptions for his daughter and he was told the pharmacy did not have them ready. The man said that the clinic had called over the prescriptions twice and the pharmacy told him he did not call them in himself. The man said he got frustrated with the staff and said the woman involved was still by the pharmacy. The officer told the man to wait where he was while he went and spoke to the woman.

The officer went to the pharmacy and saw multiple females. The officer located the woman involved in the disturbance who was sitting in a chair and told the officer she would not speak to him since she is on the phone. The officer asked the woman who she was speaking to and she said she was speaking to a different pharmacy and the woman got up and walked away. The man then came over and told the woman to calm down and speak to the officer. The woman calmed down and the officer was able to ask her what was going on.

The woman told the officer the same story that the man had said about the prescriptions not being ready and her needing them for her daughter. The woman said she told the pharmacy staff to send the prescriptions over to a different pharmacy and she wants to make sure they get there.

The officer then spoke to an employee of the pharmacy. The employee said that she told the man he did not call the prescriptions over himself and it is the policy of the pharmacy that the patient needs to call in the pharmacy before it can get filed. The employee said that the man became upset and started raising his voice to other staff. The woman said after that the man started causing a scene and disrupting other business, she told the man and woman to leave and she will send the prescriptions to the other pharmacy as soon as she can. The employee said that the pharmacy does not want either of the individuals to come back in the future. The officer went back to the woman and said that the prescriptions were now being sent to the other pharmacy and they can be picked up there. The officer told the two individuals that they were not welcome back at the pharmacy but could still grocery shop at the attached business.

■ ■ March 23 - An officer was dispatched to a residence in Abbotsford as there was a language barrier and dispatchers could not understand what the issue was. The officer arrived and observed a couple of people outside the residence and some were leaving the scene. The officer met with a woman who said another woman had slashed her tires.

The officer said she was arguing with her ex-boyfriend and father of her children outside the residence about a civil issue. The woman admitted that she was yelling at the man and got mad. She went into her residence and got a kitchen knife and slashed two of his tires. The woman asked if the man was on-scene and she said he was but left before officers arrived. The woman said that before the officers arrived, the other woman told the man to take everything out of the car. The officer asked what the meaning of that was and the woman said she did not know. The officer told her to stay put while she spoke to the other woman.

The other woman said she was inside the residence when the argument took place. She said the suspect was outside the residence yelling about a civil issue. The woman said when she went outside, the suspect had a knife and slashed the two driver’s side tires. The woman said she was now the owner of the vehicle as the man involved had sold it to her. The woman said she did not have proof of the sale as she gave the man money for the vehicle but did not go through the DMV. The officer told the woman to get the man to come back to the scene to figure out if he wanted something done about the damage to the vehicle.

The man arrived and another officer advised the reporting officer that he saw the man on-scene and saw him leave in a vehicle when officers first arrived. The officers asked the man if he was on-scene when his tires were slashed. The man said he was and said he left because he did not want to cause more trouble and needed to calm down.

The man was informed that when law enforcement arrives, he should remain on-scene. The officer then asked the complainant why she lied to the officer about the man being on-scene. The woman shrugged her shoulders and smirked at the officer. The man said that he and the suspect were having an argument and she got mad and slashed his tires. The officer asked what they would like her to do. The man said he would not like to press charges. The suspect was notified that she would be receiving a citation for disorderly conduct and the other woman was notified she would be receiving a citation for obstructing an officer.
