Village of Spencer Regular Board of Trustees Meeting – June 8, 2026 Spencer Municipal Complex President Toufar called the meeting to order at 6:30 p.m. The Pledge of Allegiance was recited. Clerk Helgestad verified that open meeting laws were followed. Trustees Carolfi, Jicinsky, Hoes, Schafer, Krause, Moore, and Toufar were present. Clerk Helgestad, public works Garton, and Chief Bauer were also present. (Carolfi)(Hoes) was carried to approve the regular meeting minutes from May 11, 2026, and the special meeting minutes from May 13, 2026, as printed. Clerk Helgestad reminded the board of the Dairyland Rail Commission meeting on June 10, and the joint Fire and Ambulance Commission meeting on June 11. A brief summary of recent public works activity was presented by public works Garton. A brief summary of recent police activity was presented by Chief Bauer. (Jicinsky)(Hoes) was carried to approve a variance request for a pool in the front yard of 207 N. Spring St. (Schafer)(Krause) was carried to approve a Spencer Kids Group request for support of their summer recreation program in the amount of $3,000. (Carolfi)(Moore) was carried to approve the 2025 financial audit as presented by Devyn Korish of Hawkins Ash. (Hoes)(Jicinsky) was carried to appoint Stephanie Betlinski as the Village of Spencer deputy clerk/treasurer effective June 15, 2026. (Schafer)(Carolfi) was carried to approve Resolution 2026-4, a resolution to appoint signers to the village bank accounts. (Jicinsky)(Schafer) was carried to approve Resolution 2026-5, a resolution relating to official bond requirements for the administrator – clerk/treasurer and deputy clerk/treasurer positions. (Carolfi)(Moore) was carried to approve Ordinance 2026-2, an ordinance to increase the municipal court fees to the maximum amount allowable by Wisconsin State Statues. (Moore)(Hoes) was carried to approve Resolution 2026-6, a resolution allowing for the sale of fermented malt beverages in public places by the Village of Spencer. (Schafer)(Carolfi) was carried to approve Resolution 2026-7, a resolution approving the 2025 Compliance Maintenance annual report. (Hoes)(Jicinsky) was carried to approve the appointment of Troy Shull to the Police Commission with a term ending in May of 2031.
