VILLAGE OF SPENCER WINTER PARKING ORDINANCE 451-23 Winter Parking – No person shall park any vehicle on any street or municipal parking lot in the Village of Spencer between the hours of 2 a.m. and 6 a.m. from Nov. 1 through April 1. For overnight parking during the holiday season, residents are encouraged to call the police department at 659-5453 for special permission to park a vehicle.
