CLARK COUNTY BOARD OF SUPERVISORS AUGUST 21, 2025 COUNTY BOARDROOM, COURTHOUSE, NEILLSVILLE, WI Chairman Wilcox called the meeting to order at 7 p.m. on August 21, 2025. Pledge of Allegiance. Roll call taken by County Clerk Jensen. 29 Present, 0 Absent. Chairman Wilcox declared a quorum present. Present were Supervisors Brodhagen, Mulderink, Schindler, Wilcox, Klabon, Waichulis, Hoff, Kodl, Thielman, Kolzow, Jalling, Tyznik, Bower, Smith, Ryan Ashbeck, Johnson, Rueth, Stoecker, Bobrofsky, Riley Ashbeck, Hasz, Smagacz, Boon, Trunkel, Gerhardt, Bakker, Garbisch, Neville and Sebesta. Supervisors Brodhagen and Thielman appeared by telephone. Supervisor Mulderink arrived at 7:09 p.m. Supervisor Boon arrived at 7:39 p.m. of Supervisors hereby approves the amendments to Clark County Code of Ordinances Chapter 2- Administration as set forth in Exhibit A. (Copy on file in the county clerk’s office) Motion by Supervisor Rueth seconded by Supervisor Kolzow to approve the second reading of the ordinance as presented. Voice vote, all ayes, motion carried. Ordinance 253-7-25 APPROVING AMENDMENTS TO CLARK COUNTY CODE OF ORDINANCES CHAPTER 26 - DIVISION 2 TOBACCO PRODUCTS presented. Motion by Supervisor Smagacz seconded by Supervisor Tyznik to approve the first reading of the ordinance as presented. Chairman Wilcox yielded the floor to Brittany Mews to explain the ordinance and answer questions. Roll call vote on the first reading of Ordinance 253-7-25, motion carried. 25 yes, 2 no, 2 absent. Voting no were Supervisors Gerhardt and Wilcox. Absent were Supervisors Brodhagen and Sebesta. Minutes: The July 17, 2025, board minutes were presented in written form for approval. Motion by Supervisor Kodl seconded by Supervisor Klabon to approve the minutes as presented. Voice vote, all ayes, motion carried. The next meeting was scheduled for September 18, 2025, at 7 p.m. Motion by Supervisor Waichulis seconded by Supervisor Smith to adjourn to the call of the Chairman. Voice vote, all ayes, motion carried. Meeting adjourned at 8:31 p.m. Christina M. Jensen County Clerk Neillsville, WI (SEAL) Appointments Chairman Wilcox appointed Gene Zimmerman to the Board of Adjustments. Motion by Supervisor Waichulis seconded by Supervisor Kolzow to concur with the appointment of the Chair. Voice vote motion carried. Reports Supervisor Waichulis yielded the floor to Teresa Hall, Director of the Loyal Public Library. Teresa spoke on behalf of the 10 public libraries in Clark County. Teresa informed the board members how the Clark County libraries serve their communities and importance of full county support for these services. Supervisor Rueth yielded the floor to Curtis Lindner and John Wendorski to present the 2024 Forestry and Parks annual report. Motion by Supervisor Rueth seconded by Supervisor Klabon to receive and file the annual report. Voice vote, motion carried. Resolution 21-8-25 AUTHORIZING PARTICIPATION IN COUNTY CONSERVATION AIDS PROGRAM FISH AND WILDLIFE PROJECT presented. 173781 WNAXLP NOW, THEREFORE BE IT RESOLVED, the Clark County Board of Supervisors does hereby authorize the submittal of the attached application to the State of Wisconsin Department of Natural Resources for funding to support the maintenance and improvement of fish and wildlife habitat as identified in Wis. Stat. §20.370(1)(Lu). BE IT FURTHER RESOLVED, that the Clark County Forestry and Parks Committee, through the Clark County Forestry and Parks Administrator, is authorized to budget for and expend county matching funds in conjunction with funds to be received from the State of Wisconsin for the improvement of fish and wildlife habitat and to operate and maintain or cause to be operated and maintained the project for its intended purpose. Motion by Supervisor Kolzow seconded by Supervisor Waichulis to approve the resolution as presented. Voice vote, all ayes, motion carried. Resolution 22-8-25 APPROVING TRANSFER OF FUNDS FOR 2024 BUDGET presented. NOW, THEREFORE BE IT RESOLVED, the Clark County Board of Supervisors hereby approves amending the 2024 budget by transferring funds from the General Undesignated Fund Account #396000 to the following accounts: 13410000 - Coroner, $6,680.30 13920000 - Duplicationg Machine, $153.64 13950000 - Legal Issues & Compliance $20,773.12 13970000 - Fire Suppression, $650.00 TOTAL: $28,257.06 Motion by Supervisor Rueth seconded by Supervisor Hasz to approve the resolution as presented. Voice vote, all ayes, motion carried. Resolution 23-8-25 SUPPORTING LOCAL COOPERATION WITH FEDERAL IMMIGRATION ENFORCEMENT AGENCIES presented. Motion by Supervisor Ryan Ashbeck seconded by Supervisor Hasz to approve the resolution as presented. Chairman Wilcox yielded the floor to State Representative Karen Hurd. Karen informed the Board of 2025 Assembly Bill 24 which passed the Assembly and is before the Senate now. This bill requires sheriffs to request proof of legal presence status from individuals in a county jail for an offense punishable as a felony. Karen asked to consider rewriting the resolution to be specific to felons. Supervisor Wilcox yielded the floor to Tony Gonzalez, Director of Hispanic Outreach. Tony spoke in opposition to the resolution. Supervisor Ryan Ashbeck yielded the floor to Pastor Elizabeth Bier. Pastor Bier spoke against the resolution indicating it is not necessary. Supervisor Waichulis yielded the floor to Alejandro Vazquez from Abbotsford. Alejandro spoke against the resolution. Supervisor Smith yielded the floor to Brian and Charlotte Haines, volunteers with the Hope Center. They spoke in opposition to the resolution. Supervisor Smagacz yielded the floor to Ryan Bargender from Abbotsford. Ryan opposes the current proposed resolution. Supervisors Stoecker and Hasz spoke in favor of the resolution. Supervisor Thielman supports compliance, but the county needs to be careful what we are affirming in the resolution. Motion by Supervisor Rueth seconded by Supervisor Waichulis to refer the resolution to the Law Enforcement Committee. Roll call vote, motion carried. 20 yes, 8 no and 1 abstain. Voting no were Supervisors Schindler, Jalling, Bower, Smith, Stoecker, Hasz, Bakker and Garbisch. Supervisor Brodhagen abstained.
