City of Loyal Regular Council Meeting Tuesday, June 17, 2025 – 6:30 P.M. Fulwiler, Brittany Schwark, Samantha Briski, Barbara Horn, Fern Fitzl, Amanda Murphy, Ronda Wehrman, Angela North, Amber Acker, Alex Domanico, David Jacobson, Kristine Schultz, Carrie LaMarr, Kevin Cook, Brian Duell, Dana Putrus, Vincent Putrus, Remi Geiger, Dawn Kwick, Magnus Schweiger, Dora Subke, Sky Allen, Isabella Kapusta, Rachel Hendrickson, Avery Rueth, Gina Raether, Courtney Strey, Shawn Gates, Lisa Schubert, Carrie Gustafson, Margaret Miller, Susan Walasek, Tammi Motion, Janice Gunsolus, and Jessica Allen, seconded by Bobrofsky. Motion carried. Klevgard made a motion to approve picnic licenses for the Loyal Lions Club, seconded by Brock. Motion carried. Geier made the motion to approve vouchers in the following amounts: GENERAL FUND: $41,338.93; WATER UTILITY: $15,147.36; and WASTEWATER UTILITY: $24,182.12; seconded by Lindner. Motion carried. Klevgard made a motion to approve the following bartender licenses: Lanell Wehe, Justin Pernsteiner, Amya LaMarr, Charlene Mayor Englebretson called the regular monthly council meeting to order at 6:30 p.m. with council members Bobrofsky, Brock, Froeba, Geier, Klevgard, Lindner, and Stephens present. Schar was absent. Citizens present were Teresa Hall, Tom Kingsbury, and Barb Kingsbury. Clerk Toufar verified the postings. No changes were made to the June 17, 2025, amended agenda. Motion was made by Lindner to approve the minutes from May 20, 2025, regular council meeting, seconded by Geier. Motion carried. Treasurer’s report was approved on a motion made by Bobrofsky, seconded by Klevgard. Motion carried. Utility Committee: No meeting held. Froeba made a motion to approve the 2024 CMAR report, seconded by Lindner. Motion carried. Lindner reported on the easement with Grant Koski. Police/Fire and Ambulance Committee: Fire and ambulance — No meeting held. Finance/City View Estates Committee: No meeting held. Froeba reported Tim Lima and Scott Knepper would like to start an affordable housing plan with the City View Estates. It would be modular homes costing $250,000 to $280,000. Brock made a motion to sell the developed lots for $6,000 apiece with the understanding that they would put up one home and that the city would get the money after the houses are sold, seconded by Klevgard. Motion carried. Lindner made a motion to take out a 20-year loan for $300,000 for the easement and street construction to get caught up on the five-year street plan through Citizens State Bank of Loyal, seconded by Stephens. Motion carried. Library Committee: Meeting was held on June 9, 2025. Bobrofsky reported the bylaws were given to the board for review. Bobrofsky reported that May circulation was 1,644. Bobrofsky reported the summer reading program will be held June 16 through July 3. Bobrofsky reported that they are partnering with WVLS and other library systems to “Speak Up” to our legislators with a postcard promotion. Bobrofsky reported that Brenda Lavengood has completed one year of employment. Next meeting will be held on July 7, 2025, at 4:30 p.m. Personnel Committee: No meeting held. Park and Recreation: No meeting held. Lindner reported that the splash pad has to be moved. Planning Commission – No meeting held.
