JUNE 26, 2025 COUNTY BOARDROOM, COURTHOUSE, NEILLSVILLE, WI Chairman Wilcox called the meeting to order at 7:01 p.m. on June 26, 2025.
Pledge of Allegiance.
Roll call taken by County Clerk Jensen. 27 Present, 2 Absent. Chairman Wilcox declared a quorum present. Present were Supervisors Mulderink, Schindler, Wilcox, Klabon, Waichulis, Hoff, Thielman, Kolzow, Jalling, Tyznik, Bower, Smith, Ryan Ashbeck, Johnson, Rueth, Stoecker, Bobrofsky, Riley Ashbeck, Hasz, Smagacz, Boon, Trunkel, Gerhardt, Bakker, Garbisch, Neville and Sebesta. Absent were Supervisors Brodhagen and Kodl.
Appointments
Chairman Wilcox reappointed Peter Kaz to the Planning & Zoning Board of Adjustments. Motion by Supervisor Jalling seconded by Supervisor Waichulis to concur with the appointment of the Chair. Voice vote, all ayes, motion carried.
Reports Chairman Wilcox yielded the floor to Mitch Weber to present the 2024 annual IT report. Motion by Supervisor Rueth seconded by Supervisor Johnson to receive and file the report. Voice vote, all ayes, motion carried. Mitch also gave an update on the TDS Broadband expansion in the Neillsville area.
Education
A WI Counties Association webinar entitled In The Board Room: Counties Organizational Structure - Constitutional Officers with Andy Phillips and Rebecca Roeker was presented.
Resolution 17-6-25 APPROVING THE PURCHASE OF 4.69 ACRES OF LAND IN THE TOWN OF WASHBURN TO BE ENROLLED IN COUNTY FOREST presented.
NOW, THEREFORE BE IT RESOLVED, Clark County Board of Supervisors approves the purchase of Outlot 1 of Certified Survey Map #3548, as described in Exhibit A attached hereto and wholly incorporated herein, from the Reginald A. Gassen Living Trust, BE IT FURTHER RESOLVED, the Clark County Forestry and Parks Administrator, County Clerk, and Clark County Corporation Counsel are hereby authorized to sign and complete any and all documents to complete the land acquisition and enrollment of such land into the County Forest Program pursuant to Wis. Stat. 28.11 (4). BE IT FURTHER RESOLVED, the purchase price of such land acquisition shall be reflected in the Clark County Forestry and Parks budget.
Motion by Supervisor Tyznik seconded by Supervisor Waichulis to approve the resolution as presented. Supervisor Rueth yielded the floor to John Wendorski to explain the resolution and answer questions. Motion by Supervisor Boon seconded by Supervisor Stoecker to amend the resolution by striking “to be enrolled in County Forest” from the Title and to also strike lines 39 and 40 “and enrollment of such land into the County Forest Program pursuant to Wis. Stat. 28.11 (4).” Roll call vote on the amendment, motion failed. 12 yes, 15 no and 2 absent. Voting yes were Supervisors Schindler, Thielman, Tyznik, Bower, Ryan Ashbeck, Rueth, Stoecker, Riley Ashbeck, Hasz, Smagacz, Boon and Sebesta. Absent were Supervisors Brodhagen and Kodl. Roll call vote on Resolution 17-625 as originally presented, motion carried. 27 yes, 0 no and 2 absent.
Resolution 18-6-25 APPROVAL OF THE SHERWOOD FOREST CEMETERY ADDITION PLAT presented.
NOW, THEREFORE BE IT RESOLVED, that the Clark County Board of Supervisors approves the creation of a cemetery as platted, being part of the NW 1/4 of the NW 1/4 Section 23, T23N, R1E, and part of the NE 1/4 of the NW 1/4, Section 23, T23N, R1E in the Town of Sherwood, in Clark County, Wisconsin; and BE IT FURTHER RESOLVED, that the Clark County Clerk shall record said plat and resolutions of the Town of Sherwood and Clark County Boards approving such cemetery plat within 30 days as required by Wis. Stat. §157.07.
Motion by Supervisor Kolzow seconded by Supervisor Hasz to approve the resolution as presented. Voice vote, all ayes, motion carried Minutes: The May 15, 2025, Board Minutes were presented in written form for approval. Motion by Supervisor Rueth seconded by Supervisor Hoff to approve the minutes as presented. Voice vote, all ayes, motion carried.
The next meeting was scheduled for July 17, 2025, at 7:00 p.m.
Motion by Supervisor Waichulis seconded by Supervisor Smith to adjourn to the call of the Chairman. Voice vote, all ayes, motion carried. Meeting adjourned at 8:40 p.m.
