Clark County Land Transfers

City of Loyal Regular Council Meeting Tuesday, Dec. 20, 2022 – 6:30 p.m.

Mayor Englebretson called the regular monthly council meeting to order at 6:30 p.m. with council members Bobrofsky, Brock, Froeba, Geier, Lindner, Schultz and Weyer present. Prein was absent.

Citizens present were Teresa Hall and Paul Bugar Jr.

__________________________________ Motion was made by Weyer to approve the minutes from the Nov. 15, 2022, regular council meeting, seconded by Schultz. Motion carried.

Treasurer’s report was approved on a motion made by Bobrofsky, seconded by Geier. Motion carried.

Utility Committee: No meeting held. Police/Fire and Ambulance Committee: No meeting held. Kubista _____________________________________________________________________ on January 2, 2023.

Finance/City View Committee –No meeting held. Library Committee: Meeting was held on Dec. 12, 2022. Schultz made a motion to approve Jim Mildbrand as a library trustee, seconded by Geier. Motion carried. Bobrofsky reported that a donation of $1,000 was received from the town of Loyal. Bobrofsky reported that the monthly board meetings will now start at 4:30 p.m. Bobrofsky reported that the library will be paying director Hall out for her unused 26 hours of vacation. Bobrofsky reported the November circulation was 1,114. Bobrofsky reported that on Dec. 30, 2022, the movie “The Grinch” will be played. Bobrofsky reported that ARDC has furnished a water bubbler for the library. Next library meeting will be held on Jan. 9, 2023.

Personnel Committee: Meeting was held on Nov. 28, 2022. Lindner reported on wages for Terry Weyer and Steve Dix. Bobrofsky made a motion to give Weyer and Dix a $2.67 raise as of Jan. 1, 2023, with limited overtime, seconded by Schultz. Motion carried with one abstain.

Park and Recreation: No meeting held. Lindner reported with all the snow that we got early, the walking trail phase one will not be completed in time with the contract with Bugar Trucking. The city will still honor the contract with Bugar Trucking due to the weather. Lindner reported that a donation was made to the splash pad with matching funds.

Planning Commission: No meeting held. Clerk’s report: Weyer made a motion to approve the following 2023 poll workers: Sharon Schoonover, Pat Stumpner, Shirley Olson, Ronda Wehrman, Tom Bobrofsky, Judy Bobrofsky, Lavon Lindner, Fern Fitzl, Craig Brandt, Peggy Brandt and Rosann Brussow; seconded by Schultz. Motion carried with one abstain. Clerk Toufar also reported on the city Christmas party to be held on Feb. 4, 2023, at the Loyal American Legion.

Mayor’s report: Mayor Englebretson wanted to thank all the city workers for their hard work this year and happy holidays.

New business: Geier asked that the public works department do more sanding on the main intersections and the truck routes. Lindner reported that he has noticed too much talking outside of the committees and that if there is a problem to talk with the committee chairs and get the details. There is too much miscommunication going around to the council members, employees and to the citizens, Geier made a motion to approve bartender license for Carrie Gustafson, seconded by Lindner. Motion carried.

Geier made the motion to approve vouchers in the following amounts: GENERAL FUND: $55,516.90; WATER UTILITY: $14,639.40; WASTEWATER UTILITY: $24,318.34; seconded by Bobrofsky. Motion carried.

Brock made the motion to adjourn, seconded by Geier. Motion carried.
