Taylor County Board of Supervisors Tuesday, September 21, 2021 9:02 a.m.

The following minutes are only a draft and have not yet been approved by the Taylor County Board. Therefore, they remain subject to revision pending final approval at the next meeting of the Taylor County Board of Supervisors.

The Taylor County Board of Supervisors was called to order at 9:02 a.m. on Tuesday, September 21, 2021, by Jim Metz, County Board Chair, in the Third Floor County Board Room, Taylor County Courthouse, 224 South Second Street, Medford, WI 54451.

The Prayer of Divine Guidance was given by Pastor Tim Becker, First Baptist Church, Medford, WI. The Pledge of Allegiance was led by Supervisor Rodney Adams. Chairman Metz requested a moment of silence for Donna Goldstein, Supervisor Zenner’s sister, and Mike Danen, longtime Stetsonville Fire Chief, who both had recently passed away. Roll call was taken with seventeen [17] members present. A quorum being present, the board was declared in session.

Andria Farrand, County Clerk, was unable to attend the meeting and she appointed Linda Daniels to clerk the meeting.

It was moved by Soper, seconded by Hinkel, to approve the agenda with thirteen [13] agenda items. A unanimous vote cast, the motion carried.

It was moved by Thums, seconded by Gebauer, to approve the minutes of the April 20, 2021, Session as published. A unanimous vote cast, the motion carried.

Docket No. 2021-3-30: A RESOLUTION EXPRESSING APPRECIATION TO MICHELLE ARMBRUST FOR HER MANY YEARS OF SERVICE TO TAYLOR COUNTY.

RESPECTFULLY SUBMITTED: BOARD OF HEALTH It was moved by Albrecht, seconded by Thums, to adopt the resolution as submitted. A unanimous vote cast, the motion carried. The item was declared adopted and became Resolution No. 54.

Jim Metz presented the resolution and plaque to Michele Armbrust. Angela Nimsgern, Regional Director Northern Regional Office, State of Wisconsin, Division of Public Health, presented Ms. Armbrust a Plaque of Appreciation from the State of Wisconsin, Division of Public Health, in recognition of her years of service. Ms. Armbrust expressed her appreciation to the county and her coworkers for her tenure with Taylor County.

Docket No. 2021-3-31: A RESOLUTION EXPRESSING APPRECIATION TO DAVID WILLE FOR HIS MANY YEARS OF SERVICE TO TAYLOR COUNTY.

RESPECTFULLY SUBMITTED: HIGHWAY COMMITTEE It was moved by Mildbrand, seconded by Adams, to adopt the resolution as submitted. A unanimous vote cast, the motion carried. The item was declared adopted and became Resolution No. 55.

Jim Metz presented the resolution and plaque to David Wille. Mr. Wille expressed his appreciation to the county for his tenure with Taylor County.

Docket No. 2021-3-32: A RESOLUTION EXPRESSING APPRECIATION TO ROXANNE KAHAN FOR HER MANY YEARS OF SERVICE TO TAYLOR COUNTY.

RESPECTFULLY SUBMITTED: JIM METZ, CHAIR It was moved by Lewis, seconded by Soper, to adopt the resolution as submitted. A unanimous vote cast, the motion carried. The item was declared adopted and became Resolution No. 56.

Ms. Kahan was not able to be present at the Board meeting, but sent an email expressing thanks for her years with Taylor County.

Docket No. 2021-3-33: A RESOLUTION ADVOCATING FOR THE CONSTITUTIONAL RIGHTS OF THE CITIZENS OF TAYLOR COUNTY.

RESPECTFULLY SUBMITTED: ROLLIE THUMS, DISTRICT 12 SUPERVISOR It was moved by Thums, seconded by Mildbrand, to adopt the resolution as submitted. Ms. Daniels read a letter from Judge Ann Knox-Bauer regarding her support for the resolution advocating the Constitutional Rights of the citizens of Taylor County. Several citizens asked to speak and voiced their feelings regarding the proposed resolution. After a lengthy discussion, a roll vote cast, nine [9] voting no [Carbaugh, Hansen, Roiger, Knoll, Zenner, Lemke, Lewis, Brooks, Hinkel], eight [8] voting yes [Bub, Mildbrand, Albrecht, Gebauer, Thums, Soper, Adams, Metz], the motion failed.

Docket No. 2021-3-34: A RESOLUTION TO APPROVE A TENTATIVE PLAN FOR REDISTRICTING THE TAYLOR COUNTY SUPERVISORY DISTRICTS. RESPECTFULLY SUBMITTED: REDISTRICTING COMMITTEE It was moved by Lewis, seconded by Thums, to adopt the resolution as submitted. A unanimous vote cast, the motion carried. The item was declared adopted and became Resolution No. 57.

Patty Krug, Public Health Director, was present to answer questions regarding the Health Department 2020 Annual Report. She informed the Board of the staffing shortage in her department and gave an updated report on Covid activity in Taylor County. They have secured free covid testing two days a week for residents and the department goal is to continue to get first timer’s vaccinated, with the vaccination rate being approximately 32% countywide. No other action was taken on this agenda item.

Liza Daleiden, Human Services Director, presented the Human Services 2020 Annual Report and answered questions from the board. No other action was taken on this agenda item.

Larry Brandl, Finance Director, gave an update on the American Rescue Plan Act [ARPA] requests. Taylor County had already received $2,000,000.00 in funds from ARPA. A motion was made by Mildbrand, to release $1,000,000.00 of the funds for Broadband for Taylor County. There was no second to Mildbrand’s motion. A motion was then made by Knoll, seconded by Thums, to allocate $1,500,000.00 of the funds to the Broadband Account to draw as needed. It was then moved by Knoll, seconded by Thums, to amend the motion to include that all requests come through the Finance Committee. A unanimous vote cast on the amendment, the motion carried. The motion, as amended, was then voted on. A roll call vote cast, seventeen [17] voting aye, the motion carried. Supervisor Bub updated the committee on Broadband activities.

It was moved by Albrecht, seconded by Lewis, to adjourn subject to the call of the Chair. A unanimous vote cast, the motion carried. The meeting adjourned at 10:08 a.m.
