n November 30 - An officer was dispatched to a residence in Colby for a trespassing complaint. The officer met with the resident who said she had caught someone on her security camera taking cigarette butts out of a milk can on her front porch that she uses as an ashtray.
The woman showed the officer the video of the event. The person was wearing a ski mask, as well as sweatpants and high heeled boots. This incident has happened to this resident in the past and the offender had been given a trespassing warning letter by the responding officer at that time. The officer noted that the individual’s attire and the fact that this has happened before suggests the same suspect would be the one taking cigarette butts off the woman’s porch.
The officer traveled to the suspect’s house and spoke with him. The individual said he had not been on the woman’s porch lately. He said the last time was when he was given the trespass warning letter. The individual was told that the act was caught on camera and the person looked like it could be him. The individual eventually admitted to being on the woman’s porch taking cigarette butts.
The suspect said his neighbor told him he was allowed on the woman’s porch now. The officer told the suspect that the woman wouldn’t have called police if she had given him permission and the property owner must be the one to give permission. The suspect was issued a citation for trespassing.
n December 5 - An officer stopped a vehicle for displaying expired registration. The officer met with the driver who said he was driving his boss’s truck and was taking his kids to Marshfield for a doctor visit. The officer ran both the driver and passenger’s identifying information through the Wisconsin Department of Justice system and a hit was found for a Clark County warrant for failure to pay on a disorderly conduct charge with a bond amount of $414. One of the names on the list of aliases for the name on the warrant was the name the driver had provided to the officer.
The officer asked the man about the warrant and he said he had previously been arrested for an altercation. A Clark County deputy arrived on-scene and the man was positively identified as the man on the warrant by his fingerprints and booking photo.
The officer placed the man under arrest and the passenger was notified about the situation. The passenger said she would not be able to drive the truck and couldn’t obtain the bond amount. She gave the officer permission to move the truck further off the road and lock it. The woman and her two kids were transported back to their residence by the Clark County deputy while the CAPD officer transported the driver to the CAPD. While at the police department, the man called his boss who arrived and posted the bond amount in full. The man was then released.
December 6 - An officer was driving on South Division Street when he observed a vehicle with no tail lights on. The officer initiated a traffic stop of the vehicle and met with the driver. The officer also noticed the head lamps were not on. The driver said she had to go get her kids soon and said she did not have insurance on her vehicle. K9 officer Dodge was requested to respond to the traffic stop.
Upon arrival, K9 Dodge performed a free air sniff of the vehicle and the officer had the driver exit the vehicle. A search of the vehicle was conducted and located on the front passenger seat was a purse. Inside the purse was a wallet with a zipper pocket inside the wallet. Inside the pocket was a small, clear bag with a white, crystallized rock inside. The officer placed the bag in his vehicle and asked the driver if the vehicle she was driving was hers. She said it was and said everything inside of the vehicle belonged to her. The woman admitted to the substance being old methamphetamine and asked the officer to just give her a citation for the meth as one of her family members got a citation for meth.
The officer informed the woman he would not be giving her a citation for methamphetamine and instead placed her under arrest for possession of methamphetamine. The woman was transported to the Marathon County Jail. Once back at the CAPD, the officer tested the substance for methamphetamine. It tested positive and weighed 1.4 grams. The woman was issued citations for operating a motor vehicle without insurance, a warning for defective tail lamps and a warning for operating without required lamps lighted/defective headlamps.
n December 7 - An officer met with a man who said he lost his ID card. The man had an appointment to get a new ID card but requested a police report for the Mexican Consulate.
n December 11 - An officer was dispatched to a stolen vehicle call in Colby. Dispatch soon after advised the vehicle in question was still on the property but had been pushed or driven through the back wall of the garage and was in the back yard of the residence. The officer arrived and found the garage to be full of debris including a garage door that was mangled and lying on the floor of the garage. The officer observed a hole in the back of the garage and could see the car in the back yard. The officer observed the car to be empty and saw a set of tire tracks on the fresh snow in the back yard leading from the hole in the garage to the back yard. The officer saw a second set of tire tracks leading away from the back yard, heading west towards Highway 13. The officer followed the tracks and observed oil on the road where the vehicle went over the curb to drive on Highway 13. The officer followed the oil trail and lost the trail. The officer had dispatch advise Marathon County of a vehicle that could be in their county with heavy front end damage.
The officer returned to the residence and met with the complainant. The complainant said they had been asleep when they heard a loud crash. They went to investigate and observed their vehicle that had been parked in the garage to be gone. They initially believed their vehicle to be stolen but soon realized someone was driving too fast and continued into their driveway and garage from the roadway. The complainant said they did not have any cameras at their residence that would have caught the event.
Two Clark County Deputies and two Marathon County Deputies arrived and searched the surrounding area for a vehicle with heavy front end damage. A little later, the officer received a call that a Clark County Deputy had found the vehicle with heavy front end damage parked at a residence in Colby. The officer arrived on-scene and observed a vehicle with heavy front end damage parked in the alley. The officer knocked on the door and met with a male who said his friend drives the damaged vehicle. While speaking with the male, a Clark County Deputy advised there was an individual sitting in the driver’s seat of the vehicle. The officers spoke with the male who said he was driving 25-35 mph and it was not his fault but the road conditions made him crash. The man said he could not stop the vehicle because of the snow. The man said he left the scene of the crash because he was going home. While speaking to the man, the officer noticed the strong odor of intoxicants coming from his person. The man agreed to perform field sobriety tests and a preliminary breath test. The result of the breath test was 0.168. The man was transported to the CAPD and it was found that the driver was not the only person in the vehicle.
The driver was placed under arrest for operating while intoxicated and was issued citations for operating without a valid license, operating while under the influence and operating with a prohibited alcohol concentration. Charges were also forwarded for duty upon striking property on or adjacent to a highway.
n December 14 - An officer responded to a store in Abbotsford for an inadvertent 911 call. The officer met with the caller who said a male individual staying with he and his wife had punched a third individual living in the apartment. The suspect had since locked them out of the residence.
The officers acquired a key to the residence by speaking to the building owner and went to meet with the suspect. The officers located the man inside on the bed. The officers woke the man up and gave the man a few minutes to gain his composure. The man said he had beaten up his nephew earlier in the day. The man said he is in charge of the apartment and had been living there for approximately two months.
The officers gathered the rest of the suspect’s story and then went to speak to the individuals outside again. The caller stated he and his wife had been living in the apartment for two days and had recently moved to Wisconsin from Texas to find work. The man who was allegedly assaulted did not wish to press charges against the suspect. All parties stated the man has never acted this way and believed he was aggressive due to alcohol consumption.
The officers determined that the three individuals had not established residency with the man and a mandatory arrest of the suspect was not applicable. The officer completed a citation for disorderly conduct for the suspect.
n December 15 - An officer was dispatched to a residence in Abbotsford for an intoxicated male threatening several individuals with a knife. Dispatch had advised that all of the threatened individuals had gotten out of the apartment. The officer met with the caller who said he and his family had stayed at a motel the night prior so they didn’t have to deal with the man who was intoxicated. The man said when they returned that morning, the man was again intoxicated. The man said the family and the intoxicated man all live in the apartment together. The caller said the intoxicated man had taken all of the family’s belongings and thrown them into a dumpster behind the building. The caller said he confronted the man about their belongings and the intoxicated man pulled a knife on the caller.
The intoxicated man pointed the knife towards the caller and told him and his wife to get out of the apartment or he was going to kill them. The family left the apartment and the intoxicated man chased them up the stairs and out of the apartment with the knife.
The officer attempted to make contact with the intoxicated man. Three other officers from Clark County and Spencer arrived on-scene to assist. The CAPD officer drew his service weapon and knocked on the front door several times. The man eventually came to the front door and opened it. The officer ordered the man to face away from him and get on his knees. The man complied and was placed in handcuffs. The officer could smell the odor of intoxicants coming from the man when he spoke.
The officer finished speaking with the caller who said his family had been living with the man for three days. The caller was given a property crime form to report all the items that had been damaged during the incident. The caller also filled out a domestic packet and a 72-hour no contact was enforced. The officer collected statements from the others in the apartment building and then went to speak to the suspect. The man said he placed all of the family’s items in suitcases. The caller then showed up and wanted to know why all his stuff was thrown into a dumpster. The suspect said he tried to explain to the caller that he did not throw all of their belongings away. The suspect was slurring his words and having a hard time completing full sentences.
The man said he did not have a knife and did not know why the caller had stated that the suspect was holding a knife. The officer told the man that due to his level of intoxication, his behavior and a written statement from the victim stating he had been chased by the man with a knife that he was going to be placed under arrest for domestic disorderly conduct with the use of a dangerous weapon enhancer.
Officers searched the apartment and surrounding area in an attempt to locate the knife, however, no knife was located. The man was transported to the Clark County jail and the criminal charge was forwarded to the Clark County District Attorney’s office. n December 16 - An officer was driving in Abbotsford when he observed a vehicle ahead of him deviating from its lane of travel. The officer initiated a traffic stop of the vehicle and met with the driver. The officer could smell the strong odor of alcohol coming from the driver’s breath and the driver had glassy eyes.
The officer asked the man where he was coming from and how much he had to drink that night. The man said he was coming from a residence near Colby and had drank two bottles of beer. The man agreed to perform some field sobriety tests and a preliminary breath test.
The result of the breath test was 0.074. The officer placed the man under arrest for operating while under the influence and transported him back to the CAPD. The man gave two samples of his breath into the intoxilyzer and was issued citations for operating while under the influence and unsafe lane deviation. The man was then released to a responsible party.
