n October 30 - An officer met with a city employee in reference to a littering complaint. The employee showed the officer video of the night before where a man exited a bar in Abbotsford. The male appeared to have a bottle of beer in his hands. The employee said he found three empty beer bottles in the parking lot at the City Hall the next morning and said he finds bottles of beer in the City Hall parking lot just about every Monday morning.

The officer said he would speak to the bar owner about allowing patrons to leave the establishment with open containers.

n October 30 - An officer was informed there was possibly a person living in a camper at a residence in Colby. The officer observed the camper and a truck parked behind the residence. There were bags of garbage outside of the camper and a dog leash tied to the camper. The officer knocked on the door and met with the inhabitant who said he had been living in the camper for the last month.

The man said he had to move out of his residence in Unity due to sewage issues. The man said his grandmother lives at the address the camper is parked on. The officer asked the man how long it would take to move out of the camper or move it out of the city. The man said he did not plan on moving out until it warmed up in spring. The officer told the man he could not wait that long to move out of the camper and asked if his grandmother would allow him to move into the house for the winter. The man said she probably would.

The officer told the man he would be checking back in the next week to make sure he is no longer living in the camper.

n October 31 - An officer was dispatched to a residence in Abbotsford for a report of criminal damage. The officer spoke to an apartment manager who said a man had struck a sign in the parking lot outside the apartment complex. The employee showed the officer camera footage of the event and said the man later exits the driver’s side of the vehicle as he was parking in front of his apartment.

The employee said the sign that was hit was a sign that stated no firearms on the apartment property. The officer said he would be issuing a citation for driving too fast for conditions as it was snowing when the crash occurred.

n November 1 - An officer took a walkin complaint from a couple who said they had recently received their child’s passport in the mail at their address. When they received the mail, it was already opened and taped back shut. On the envelope was a letter stating the passport was accidentally mailed to a business with a similar address.

The couple had not opened the envelope yet so they could show the officer the envelope as they had received it. The officer asked if they wanted him to open it and they said they did. The officer opened the envelope and observed the passport for their child to be inside with no other paperwork or content.

The couple said they were worried that their child’s identity would be stolen. The officer notified them that it looked like an accident but said he would document the incident.

n November 2 - An employee of a local business contacted the police department about potential drugs that had been found on the premises of the business. The officer met with the safety manager who said there was a small bag with a white, powdery substance found in an area of the plant.

The employee said she had been looking at cameras to find a possible suspect but the area where the bag was found had no close cameras and it was not possible to tell whom it might belong to. The officer took the bag to the Colby-Abbotsford Police Department for testing. The substance tested positive for the presence of cocaine.

n November 2 - An officer reached out to an Abbotsford property owner regarding a criminal damage complaint. The resident said he had a neighbor that has a shared driveway and observed a rut caused by a tire on his side of the driveway.

The man said he had a hard time communicating with his neighbors and had talked to them before about ruts on the lawn.

The officer met with a man at the neighboring residence. He said he was aware one of his roommates had a discussion with the complainant previously about the grass. The man was very understanding and said they would fix the rut in the grass and he said he would talk to his roommates about rutting up the lawn in the future.

The officer notified the man that if the problem continued, the man could receive a citation.

n November 4 - An officer was dispatched to a bar in Abbotsford for a report of a patron who was asked to leave the property but was refusing to leave. The officer arrived and met with an employee who said there was an altercation in the parking lot with two males earlier in the night. The employee said one of the males involved had since left but the other party is sitting in a vehicle.

The man said he told the male in the vehicle to please leave for the night. The man said he also told the male’s friend to take him home but he is still in the bar. The employee said he would like the male in the vehicle to not come back in the bar that night so there are no other issues with patrons in the bar.

The officer went to speak to the male in the vehicle. The man had blood on his hand and boots. The officer asked the man if he was going to leave for the night and the man said he was. The officer asked the employee to go in and get the man’s friend. Both the friend and the male that was asked to leave appeared intoxicated so the officer offered the male who was asked to leave a ride home. The man was notified he was not allowed back at the bar that night.

n November 4 - An officer was dispatched to a residence in Abbotsford for a report of a female who called 911. The officer arrived and met with the woman who was sitting in her vehicle along with a sleeping child. She told the officer that the power company had come to the woman’s residence the previous day and disconnected the power. The woman said she had not changed the electricity into her name since moving into the residence about a month ago. The woman was told it would take 1-3 days to restore the power.

The woman said she has gas service but does not feel safe turning on the gas with no electricity to run the furnace. The woman said she has three kids and two other were in the house sleeping. The woman said her youngest child woke up crying because it was too cold in the house so she took her to the car to sleep. The woman was asking for help for the night and said she did not know what to do. The woman said she had no family or friends in the area and every warning light was on in the woman’s vehicle and the heat was not very strong.

The officer gave the woman a Salvation Army voucher for a hotel room that night and told her she needed to call the electric company to get the service figured out soon or contact the owner of the property.

n November 4 - An Abbotsford resident flagged down an officer and told the officer that two dogs were hanging out by his house. The man said he was able to catch one of them but the other ran off. The officer had another officer arrive on-scene and transport the dog that was caught to the Abbotsford kennel.

n November 4 - An officer observed a vehicle traveling southbound on Hiline Ave at a high rate of speed. The officer looked at his squad radar and it showed that the vehicle was driving 63 mph in a 35 mph zone. The officer conducted a traffic stop and walked up to the driver’s door of the vehicle. The officer observed no one sitting in the driver’s seat.

The officer then observed a male sitting in the rear passenger seat of the vehicle and another male sitting in the front passenger seat of the vehicle.

The officer asked the man in the rear of the vehicle who was driving the vehicle. The man had glassy or watery eyes and the officer could smell the odor of alcohol coming from his breath. The man pointed at the passenger and said that was who was driving the vehicle.

The officer walked over to the front passenger side of the vehicle and had the man step out of the vehicle. The officer observed him to have watery or glassy eyes and a strong odor of alcohol coming from his breath. The officer asked the man who was driving the vehicle and the man said the man in the back seat was the one driving the vehicle. Since no one was admitting to driving the vehicle, the officer continued to investigate the person in the front seat for operating while under the influence.

The officer asked the man in the front seat how many beers he had to drink that night and where he was drinking at. The man said he was at a bar in Abbotsford and drank six beers. The man refused to perform field sobriety tests and the man came back as having no valid driver’s license.

The officer placed the man under arrest for operating while under the influence (first offense) and transported him to the Colby-Abbotsford Police Department. The man submitted an evidentiary chemical test of his breath and was cited for operating while under the influence, speeding on a city highway (25-29 mph), operating with a prohibited alcohol concentration and operating without a valid license. A responsible party then took responsibility of the man.

Meanwhile, another officer started a separate investigation with the other occupant for operating while under the influence. The officer asked the man why he was riding in the back seat. The man said he was picked up and rode in the back seat.

The officer ran the man’s information through dispatch and was told that he has a revoked driver’s license status due to multiple prior OWIs. The officer ran the man through standardized field sobriety tests and a preliminary breath test. The result of the breath test was 0.202. The man was arrested for operating while intoxicated and was transported to the Colby-Abbotsford Police Department.

There, the man was cited for prohibited alcohol concentration, operating while revoked due to alcohol, exceeding speed zones (25-29 mph) and operating while intoxicated. The man was then released to a responsible party.

n November 5 - An officer was dispatched to an address in Abbotsford for an assist in locating the owner of a vehicle that was involved in an accident. The officer arrived at the owner’s residence and made contact with a 23-year-old man who said he owned a vehicle that matched the description of the vehicle that was located. The man said he did not let anyone use his vehicle but said he left his keys inside of the vehicle and left the doors unlocked.

The officer informed the man his vehicle was possibly totaled and the man said he did not give anyone permission to take the vehicle.

The man said he last saw his vehicle in his driveway about 3.5 hours earlier. The man filled out a lack of consent form. The officer then made contact with a Marathon County Sheriff’s Office Deputy. The deputy said three juveniles were found inside the vehicle. The deputy said another officer attempted to conduct a traffic stop on the vehicle when the operators did not comply, deputies chased the vehicle until it crashed near Wausau.

23-year-old’s crashed vehicle. One of the juveniles stated he was in Abbotsford for a party. The juvenile said he left the party due to it being busted or shut down. However, the CAPD officer reported there were no parties busted in Abbotsford that night. The juvenile said he asked one of his family members to come and get him and the other two juveniles but no one was able to. The boy said he then got into the driver’s seat of the 23-year-old’s vehicle and drove the other two juveniles to Wausau.

n November 5 - An officer observed a vehicle driving on the wrong side of Oak Road. The vehicle then turned onto North Division Street and proceeded to travel in both lanes before the officer conducted a traffic stop of the vehicle. The officer met with the driver and was able to smell a strong odor of alcohol coming from the driver. The man said he drank 12 beers at a friend’s house in Curtiss. The man agreed to perform field sobriety tests for the officer and came back with no valid driver’s license.

During this time, K9 Dodge was deployed and alerted to the vehicle. Nothing of evidentiary value was found on the man. The officer had the man perform the standardized field sobriety tests and then asked the man to perform preliminary breath test. The man agreed and the result of the test was 0.147. The man was placed under arrest for operating while under the influence (first offense).

The officers then searched the vehicle and located a can that appeared to have marijuana in it. The officer transported the man back to the police department where he was cited for operating while under the influence, operating without a valid license, deviation from designated lane and operating with a prohibited alcohol concentration.

The officer tested the can for marijuana and did not get a positive test. The man was released to a responsible party.
