n October 17 - An officer met with a woman in reference to a scam complaint. The woman said she was employed by a Colby company that was emailing a client about an invoice. The woman said during the emails to the client, he was advised of updates to the billing system. After a couple of emials it was noticed that the woman’s email address changed slightly and the woman said that the man had asked for banking information and said they would send a check. The woman said that the customer was told they do not accept checks and payment would have to be made via ACH.
The woman is concerned that this was a phishing scam and someone may have hacked into the emails to the customer. The woman said that at this time, there is no fraudulent activity and said they have begun to notify all the clients about the issue. The woman provided a copy of email conversations and said she would notify the police department if anything else fraudulent occurred in the future.
n October 18 - An officer was dispatched to a bar in Abbotsford for an alcohol compliance check. The officer met with a Marathon County deputy and an employee with the Marathon County Health Department who were conducting the compliance checks. The officer was advised a compliance check was conducted inside the bar with an underage patron and the patron was served alcohol in the establishment.
The officer entered the bar and met with the bartender who served the underage person. The man said he realized he had failed a compliance check after he had served the alcohol to the patron. The man advised the officer that he was usually very strict with his staff to identify patrons before serving them but he had messed up. The officer issued the man a citation for selling alcohol to an underage person and cleared the scene.
n October 18 - An officer was dispatched to a residence in Colby for a trespassing complaint. The complainant advised they observed a person on their porch, caught on camera and also observed writing on her front windows in mud. The officer arrived and met with the complainant who said for the last couple weeks, she observed several of her large metal milk cans placed across the street moved, indicating someone came onto her porch and moved them. The woman said she uses the milk cans as an ashtray.
The woman placed a camera on the porch to see who was moving the cans and showed the officer a video from two days prior of an individual walking onto her porch and leaving two minutes later. The officer recognized the individual in the video. The officer notified the woman that this isn’t the first time this individual has done this. The woman showed the officer her front window which had writing on it in mud. The woman said there was no other writing or damage on her residence and requested the individual be sent a trespassing notice.
Later in his shift, the officer met with the individual who said he knew he has been talked to about this issue before but he was with a friend who told him to go on the porch to get cigarettes. The officer asked what the individual wrote on the window of the residence. The individual said his friend tried to write a phrase.
The officer told the individual the behavior needed to stop and the boy agreed to not go on anymore porches and apologized. The boy was notified that he was not allowed back at that house and would face possible consequences if he returned. The boy said he understood.
n October 19 - An officer was dispatched to a residence in Abbotsford for a complaint of criminal damage. The officer arrived and met with the complainant who said she had just gotten home and discovered her house and vehicle had been egged. The officer observed dozens of broken egg shells on the driveway as well as on the road in front of the driveway.
The woman said she had been egged multiple times in the past few weeks and said she believes it is her daughter’s ex-boyfriend. The woman said she had not reported any previous instances to law enforcement. The woman said she believed the eggings were in retaliation from her daughter’s ex-boyfriend as they are currently in the processes of legal action against her. The officer noted a follow up was needed.
n October 20 - An officer was driving in Abbotsford when he observed a vehicle cross over the center line with the driver’s side of the vehicle. The officer initiated a traffic stop and met with the driver. The officer observed there to be the strong odor of alcohol coming from the driver. The officer also noticed an open can of beer in the cup holder near the driver’s seat of the vehicle.
The officer asked the man how many beers he had to drink that night. The man said the beer can in the cup holder was his friend’s. The officer informed the man he smelled like beer and asked him again how man beers he had to drink. The man said he drank one beer and agreed to perform standardized field sobriety tests and a preliminary breath test.
Before the tests, the officer ran the man’s information through dispatch and the man came back as having no valid driver’s license. The result of the preliminary breath test was 0.127. The officer had a Clark County deputy arrive with K9 Arthur. The K9 alerted to the presence of a controlled substance and the officer searched the vehicle. The officer found a green tube with a rolled up paper and a green, leafy substance inside in the center console of the vehicle. The officer transported the substance and the man to the Colby-Abbotsford Police Department. The substance tested presumptively positive for marijuana. The man was issued citations for operating while under the influence, operating without a valid license, unsafe lane deviation and operating a motor vehicle without insurance. The man was also mailed a citation for possession of marijuana. He was released to a responsible party.
n October 20 - An officer was on routine patrol and ran the license plate of a vehicle that was traveling in front of the officer. The plate returned to a man who had an active felony department of corrections warrant. The officer stopped the vehicle and the driver identified himself as the man who was on the registration for the vehicle.
The man was advised of the warrant. An Owen-Withee officer conducted a narcotics sniff of the vehicle with his K9 which resulted in a positive alert. The officers searched the vehicle but found nothing of evidentiary value. The man was transported to Clark County jail and was released to jail staff.
n October 20 - An officer was dispatched to Kwik Trip for a twovehicle crash. Dispatch advised that the crash occurred at the intersection of State Hwy. 13 and Oak Road, however both parties had moved their vehicles into the Kwik Trip parking lot to get out of traffic.
Upon arrival, the officer met with a 67-year-old man who said he was attempting to turn east onto Elderberry Road off of Hwy. 13. The man said he was sitting on Hwy. 13 in the turn lane facing south with his turn signal activated waiting for traffic to clear so he could turn. The man said he was then rear ended by another vehicle. The man said he got out and spoke with the other driver and said they should both pull into the Kwik Trip parking lot to get out of traffic. The man said they did so and contacted law enforcement. The officer observed minor damage caused to the rear of his vehicle.
The officer collected the man’s information and both he and the passenger said they were not injured. The officer then went over to meet with a 65-year-old man who was also involved. The man said he was not sure what happened as he said he looked down for a split second and when he looked up, he slammed into the back of the other vehicle. The man said he was not injured and provided the officer with his proof of insurance and his driver’s license.
The officer ran all parties through the DOT data base and found the 65-year-old man to have a revoked driver’s license due to an alcohol related offense. The man also had an open criminal case through Clark County with bond conditions stating he was not to operate a motor vehicle without a valid driver’s license. The officer released the 67-year-old man from the accident and went back to the 65-year-old man.
The man said he knew he had a revoked driver’s license and said he did not have the required IID installed in his vehicle. The man said he thought he hadhiscasethroughClark County dismissed but was advised the case was still open. The man’s probation agent did not place a hold on the man and the officer gave the man citations for operating after revocation and failure to install an IID. The officer forwarded charges for misdemeanor bail jumping. The officer returned the man’s driver’s license and said he needed to find a ride home.
n October 21 - An officer was on patrol when he observed a vehicle traveling in front of him. When he ran the license plate on a 2007 GMC Yukon, it came back as belonging to an Oldsmobile Bravada. The officer stopped the vehicle and met with the driver who provided the officer with an ID card. The man said he was borrowing the vehicle from a friend. The man had bloodshot eyes and had the odor of alcohol coming from his breath.
The man told the officer he had two beers. The officer ran the man through dispatch and the man did not come back on file. The man agreed to perform field sobriety tests and a preliminary breath test which came back with a result of 0.122. The man was placed under arrest for operating while intoxicated and was transported to the CAPD. The man was given the citation along with a citation for operating without a valid driver’s license and prohibited alcohol concentration and was released to a responsible party.
