n September 5 - An officer met with a man in regard to his truck being damaged. The man said he lives in Abbotsford and parks his truck in front of his residence. The man said that sometime over the previous weekend, someone had struck the tailgate of his truck causing damage. The man said he first noticed the damage that day but said it had to have happened over the weekend.
The officer photographed the damage and said he would follow up with a local business to see if their cameras would have caught the incident.
n September 5 - An officer was dispatched to Abbotsford in reference to a shotgun shell that was found. The officer arrived and met with a man who said his daughter was walking home from school and found a shotgun shell laying near the railroad tracks on Cedar Street. The man gave the officer the shell and the officer went to the railroad tracks to check the area and make sure there was no more ammunition laying on the ground.
n September 6 - A woman wanted to report damaged property. The officer met with the woman who said on the back door of her residence there was a magnetic screen door. The edge of the screen had been ripped and the woman explained that a small dog gate had been moved from the door as well. the woman said the screen was $10 and did not care to report the damage but wanted the CAPD to be aware in case other damage showed up.
The woman said it happened during the evening and night hours of September 2. The woman said no one broke into the apartment and guessed that it could have been a patient that walked away from an assisted living facility that week.
n September 6 - An officer responded to a possible drug overdose at a local hotel. The officer arrived with Central EMS and located a male who was unresponsive on the ground. A female who was identified as the man’s mother was there and had called 911. The woman said the man worked construction and was there while on a job.
The man was with a coworker and when it came time to go to work, the coworker was unable to wake the man up. The coworker notified his boss whom contacted the boy’s mother to ask him if that was his normal sleeping habit. The woman said it was not and drove from Eau Claire to the hotel where she found the man unresponsive. The woman said she had already given one dose of narcan as she called 911. Central EMS administered two more doses of narcan and the man was awake but was not fully aware of what was going on as he was transported to Marshfield Medical Center.
The man’s mother said the man had struggled for some years with addiction and had overdosed numerous times in the past. The woman found a small bag containing medications prescribed to the man and asked the officer if he saw anything possibly drug related. The officer told her that a piece of folded aluminum looked like it could possibly be. The officer unfolded the aluminum and found traces of a black substance on a portion of the inside that the officer suspected to be heroin.
The officer later tested the substance for heroin/fentanyl but was unable to get a conclusive test result. The officer called to the hospital around 1 p.m. and learned that the man was awake and conscious but would be getting admitted to the hospital.
n September 7 - An officer received a call from a person who wanted to report that his friend leaves for work everyday around 5:30 a.m. and every day when she leaves, a man waits for her in the apartment complex hallway, causing her to feel nervous by his presence. The man requested that the officer speak with the woman.
The officer met with the woman who said an older male has been in the hallway when she leaves in the morning for a month straight. The woman said the male attempts to speak with her but she cannot understand him. The officer asked the woman if the man had ever gotten physical with her in the hallway and she said he had not. The woman said the contact with the male had made her feel uncomfortable as he had always been waiting for her.
The officer said he would attempt to speak with the male and advise him to stop future contact with her. The officer told the woman to contact law enforcement if the behavior continued or escalated. The officer attempted contact with the male but was unable to make contact with him. While knocking on the man’s door, the neighbor across the hall opened the door and asked why the officers needed to speak with her neighbor. The officer asked for the man’s name and she gave it to them. The officer then asked the woman if she had any issues with the man. The neighbor said the man thinks people are always knocking on his door when people are not. The officer was unable to make contact with the man but was going to attempt to make contact with the man the next day.
n September 8 - An officer was dispatched to the city of Colby for a driving complaint. The officer was told that a vehicle had struck a lamp post in the parking lot of a apartment complex and the driver got out of the vehicle and was stumbling. The officer was notified that the vehicle had left and was heading north. The officer checked the parking lots of gas stations but could not locate the vehicle. The officer was going to speak to the complainant and traveled back to the location of the initial call and observed the vehicle to be parked in the middle of two designated parking spots. The officer could see a male sitting in the driver’s seat of the vehicle.
As the officer turned around to park, the male driver exited the vehicle and started to walk over to the officer. As the man was walking, he was stumbling. The officer told the man why he was speaking to him and the man said he was not coming from anywhere. The man eventually said he was coming from Cenex and pointed north towards Abbotsford. The officer asked the man if he drove to Cenex and the man said no. The officer asked the man why someone would tell the officer he had backed into a light pole. The man said he did not back into a light pole.
The officer asked the man how much he had to drink that night and the man said he had about a 12-pack of beer. The man said he was just sitting in his car trying to talk to his daughter. He said that someone ran into the light pole but it was not him.
The officer asked the man again if he had just come from Cenex and the man again pointed north and said yes. The officer asked if he had drove there and just pulled in the parking lot before the officer came to speak to him. The man said yes. The officer looked into the man’s driver’s side door and saw a can of beer sitting on the floor of the driver’s seat area and could see an open case of beer in the back seat area on the floor behind the driver’s seat.
The man said his keys were in his pocket so there should be no reason for him to get an OWI. The officer ran the man’s information through dispatch and it was found that he has a valid driver’s license and four prior OWIs. The man has a 0.02 restriction on his driver’s license. The man told the officer on multiple occasions that he had not drank until after he had gotten back from the gas station. The officer asked the man if he would be willing to perform standardized field sobriety tests and the man said no. The officer placed the man under arrest for operating while intoxicated (fifth offense). The officer searched the man and did not locate any keys in the man’s pocket. The officer went to the man’s car and observed that the keys were in the ignition of the vehicle.
The officer transported the man to the Colby-Abbotsford Police Department and cited the man for the OWI as well as prohibited alcohol concentration (fifth offense). The officer transported the man to Marathon County jail and went back to the Shell gas station and asked if they had seen a man matching the arrested man’s description. An employee said there was a man in the store that appeared to be intoxicated. The employee said she asked the male if he was driving and the male told her no but when he left, he got into a larger vehicle. The officer decided he would review video footage during his next working shift.
n September 9 - An officer was on patrol in Abbotsford when he observed a vehicle that was stopped in the lane of travel blocking both southbound lanes of Hwy. 13. The officer moved closer and it began traveling south. The officer followed the vehicle for a short time until the vehicle struck a curb and a stop sign at a different intersection. The officer initiated a traffic stop of the vehicle. When the vehicle stopped, a male opened the front passenger door and began walking away. The officer grabbed the man’s arm and asked him to stop and sit back in the vehicle. The officer spoke to the driver who had glassy eyes and the strong odor of an alcoholic beverage coming from his breath.
The man said he was going to buy some cigarettes and said he had about six or seven beers to drink. The man did not have any identification on him and said he did not know how to write. The man told the officer his name and a birthdate which he ran through dispatch but came back with no return.
The officer asked the man to exit the vehicle to speak with him. The officer noticed the man had a wallet in his pocket and asked the man if he had any identification in the wallet. The man did and the officer was able to run his information through dispatch. The officer ran the man through field sobriety tests and asked the man if he’d be willing to take a preliminary breath test. The man agreed and the result of the test was 0.255. The man was placed under arrest for operating while intoxicated (first offense).
The man was transported to the Colby-Abbotsford Police Department where he was issued citations for prohibited alcohol concentration (first offense), operate without a valid driver’s license and deviating from designated lane. The man was then released to a responsible party.
n September 9 - An officer was driving behind a vehicle that was unable to maintain its lane of travel. The officer pulled the vehicle over and met with the driver who came back with a suspended driver’s license. The driver also came back with a body only warrant through the Clark County Sheriff’s Office. Another officer arrived and deployed his K9 to the vehicle. K9 Dodge alerted the vehicle.
The officer reapproached the vehicle and had the male driver exit the vehicle and walk to the front of the officer’s patrol vehicle. The officer informed the man he had a body only warrant through the Clark County Sheriff’s Office. The man was arrested for the warrant and searched the man’s person. Nothing was found on either the driver or the passenger of the vehicle.
The officer searched the vehicle and found two vape pens with cartridges by the driver and passenger front seats. The officer asked the passenger if the items belonged to her and she said they did. The officer then transported the man to the Clark County Jail and went back to the Colby-Abbotsford Police Department. The officer tested the vape cartridges and both tested positive for marijuana. The woman was mailed a citation for possession of marijuana and the man was issued a citation for operating while suspended and deviation from designated lane.
n September 9 - The officer was driving behind a vehicle and he ran the license plate through the Wisconsin DOT system. The registered owner came back with a suspended driver’s license. The officer then conducted a traffic stop of the vehicle and met with the driver. The officer observed there to be a can of beer that was open in a cup holder in the front of the vehicle. The officer asked the woman if she had drank any of the beer. The woman said she had not and said she had just opened the can before the officer conducted the traffic stop.
The officer ran the woman’s information through the Wisconsin Department of Justice system and she came back with a suspended driver’s license. Another officer arrived and deployed K9 Dodge to the vehicle who alerted to the presence of a controlled substance.
The officer had the woman exit the vehicle and searched her but found nothing of evidentiary value. The officers then searched the vehicle and found a rubber pipe that appeared to have black or green residue inside of it.
The officer asked the woman if the pipe belonged to her and she said it did. She said she used the pipe to smoke CBD. The officer told the woman that he would be taking the pipe and testing it for marijuana. He also issued her a citation for operating while suspended, possession of open intoxicants in a motor vehicle and gave her a warning for no proof of insurance.
The officer returned to the police department and tested the pipe. The pipe tested positive for marijuana and the officer mailed the woman a citation for possession of drug paraphernalia.
n September 10 - An officer was dispatched to the area of the Kwik Trip gas station for a traffic complaint. Dispatch advised an unknown employee or individual at the gas station observed a vehicle drive over the curb and onto the grass while entering the parking lot.
The officer arrived and observed the vehicle in the parking lot. The officer parked nearby and waited for the vehicle to leave. The officer observed the vehicle not to stop at a nearby stop sign. The officer conducted a traffic stop of the vehicle and made contact with the driver. The officer observed the male driver to have glassy or watery eyes and slurred speech. The man said he had his driver’s license and did not have insurance on his vehicle. The man said he drank a couple bottles of beer and was driving from Marshfield to Stetsonville. The man agreed to doing the field sobriety tests.
After the tests, the officer asked the man if he would be willing to do a preliminary breath test. The man said he would not be willing to perform the test and was arrested for operating while under the influence (second offense). The officer transported him to the Colby-Abbotsford Police Department where the man denied an evidentiary chemical test of his breath. The man was issued a citation for operating while under the influence, operating a motor vehicle without insurance and failure to stop at a stop sign. The man was then released to a responsible party.
n September 10 - An officer was working stationary radar and observed a vehicle turn onto North Fourth Street in Abbotsford. The officer noticed that the vehicle made a wide turn and was driving on the wrong side of North Fourth Street driving southbound in the northbound lane of travel. The officer initiated a traffic stop of the vehicle and met with the driver.
The officer observed there to be an open can of beer in the cup holder near the driver’s side of the vehicle. The officer asked the man if he had any alcohol that night and the man said he had one beer. The officer observed the man to have glassy or watery eyes. The officer asked the man if he’d be willing to do some standardized field sobriety tests and the man agreed. Prior to the tests, the officer ran the man’s information through dispatch and he came back with no valid driver’s license. After the tests, the officer asked the man if he would be willing to perform a preliminary breath test and the man agreed. The result of the test was 0.181.
The officer arrested the man for operating while under the influence and transported him to the Colby-Abbotsford Police Department.
The man was given citations for operating while under the influence (first offense), operating without a valid driver’s license, driving the wrong way on a divided highway and operating with a prohibited alcohol concentration (first offense). The man was then released to a responsible party.
