NOTICE Village of Cadott – Section 00 11 13 Advertisement for Bids Sealed bids for the Village of Cadott New Library and Multi-Purpose Center Construction and Digital Technology Installation project, will be accepted through Quest vBid electronic bid service, by 2 p.m., local time, May 22, 2025; and then publicly opened and read aloud, via a Teams meeting. The work, in general, will include the following schedule of work: a single lump sum contract for the construction of a new community library building, which includes collection space, small meeting/ study rooms, a multi-purpose room, with a kitchenette and a workroom/office. The new facility will be roughly 9,000 square feet and will be constructed of cast-in-place concrete frost foundation, slab-ongrade concrete floor, precast wall panel, with ballasted EPDM roof over steel bar joists and steel deck, and cold-formed metal framed interior walls. The project includes approximately 0.90 acres of site development. This will include a rain garden, exterior book drop and library lockers for after-hours pick-up. The proposals shall be submitted on the forms furnished with the specifications. Each proposal shall be accompanied by a bid bond of a bonding company, duly authorized to do business in the state of Wisconsin, in an amount equal to five percent (5%) of the proposal. This proposal guarantee shall be subject to forfeiture, as provided by law. When submitting an electronic bid, bidder is required to deliver the original bid bond, within 72 hours of bid opening, to Cedar Corporation. For this project, bids will be received and accepted, via the online electronic bid service through QuestCDN vBid online bidding. The contract shall be subject to the Contract Work Hours and Safety Standards Act (CWHSSA), 40 U.S.C. 3702 and 3704, and DOL (29 CFR Part 5); Fair Labor Standards Act (FLSA); and fair labor practices and wage standards, for the program under which the contract is funded; and subject to the federal and state equal opportunity provisions, as specified in the bid packet. Small businesses, minority-owned and women-owned business enterprises (MBEs, WBEs), disabled veteran-owned businesses (DVBs) and firms in labor surplus markets, are encouraged to participate in the bidding. Contracts awarded, under this advertisement for bids, may be funded in whole or in part, by the U.S. Department of Treasury’s Capital Project Fund, through a grant awarded to the owner named above from the State of Wisconsin Department of Administration Flexible Facilities Program (FFP); and will be subject to all program requirements specified in the bid packet.
