City of Medford Common Council Meeting Minutes Monday, August 11, 2025; 6:00 PM Council Chambers, City Hall 639 South Second Street, Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Laura Holmes, Tim Hansen, Ken Coyer, Christine Weix, Randy Haynes, Mike Bub, and Clem Johnson.

Pledge of Allegiance

Alderperson Haynes began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: Electric Utility Manager Spence Titera, Street & Water Superintendent Jason Viergutz, Wastewater Superintendent Alex Zenner, Treasurer Kathy Tom, City Clerk Ashley Lemke, and City Coordinator Joe Harris. City Attorney Courtney Graff was an excused absence.

Visitors Present

Visitors present were Brian Wilson - The Star News, and Jon Trautman - CliftonLarsonAllen LLP.

Citizens & Delegations Comments There were no citizens or delegations present.

2024 City and Tax Increment

Finance District Audits

Council met with Jon Trautman of CliftonLarsonAllen LLP (City Auditor) to review the City Audit including Tax Increment Finance Districts and the “Management Letter”.

Minutes

Laura Holmes moved, Ken Coyer seconded a motion to approve the following minutes (1) July 14, 2025 - Common Council; (2) July 14, 2025 - Committee of the Whole; and (3) July 14, 2025 - Committee of the Whole Closed Session #2 and to place a copy of the same in the City Clerk’s Office. All in favor: All Aye. Motion Carried.

Resolution Establishing Fair Housing Guidelines Clem Johnson moved, Laura Holmes seconded a motion to suspend Council Rules #13A & 13B and adopt resolution #1963 establishing fair housing guidelines. Motion Carried.

Yes: Dave J. Brandner, Christine Weix, Clem Johnson, Ken Coyer, Michael Bub, Laura Holmes, Tim Hansen, and Randy Haynes Finance & Personnel Committee Recommendation(s): Department Head Wage Ken Coyer moved, Laura Holmes seconded a motion to approve a $2.50 per hour wage increase to the Police Chief, Police Lieutenant, City Clerk, Wastewater Superintendent, Street & Water Superintendent, Electric Utility Manager, and Treasurer effective with the first payroll in October, and a $2.50 increase on January 1, 2026. Motion Carried.

Brandner, Christine Weix, Clem Johnson, Ken Coyer, Laura Holmes, Tim Hansen, and Randy Haynes No: Michael Bub Public Utilities Committee Recommendation(s): Private Well Permit Issuance Clem Johnson moved, Christine Weix seconded a motion to approve the issuance of a two-year private well permit to: Chad Kloth, 815 S Park Ave Medford Area Public Schools, 1015 W Broadway Ave Sierra Pacific Industries, 575 S Whelen Ave Wayne & Eva Kautzer, 715 W Allman All in favor: All Aye. Motion Carried.

Headworks Engineering Contract Amendment

During the design phase there were areas identified as a concern to treatment plant staff safety and items that made sense to include in the current project.

The cost for SEH adding these items to the design of the current project is $24,700. As part of this amendment, we would also like to have SEH provide inspection services for the underground portion of the headworks project. Their estimate for hours is 928 hours at $176 per hour totaling and estimated $179,600.

The estimated total for this contract amendment is $204,300.

Michael Bub moved, Laura Holmes seconded a motion to approve the contract amendment with SEH at a cost of $204,300. Motion Carried.

Brandner, Christine Weix, Clem Johnson, Ken Coyer, Michael Bub, Laura Holmes, Tim Hansen, and Randy Haynes No: Public Works Committee Recommendation( s): Purchase of a 2025 Zero Turn Lawnmower Clem Johnson moved, Ken Coyer seconded a motion to accept the quote from Lang Equipment for a 2025 Bad Boy Rogue mower at a cost of $13,080.95. Funds will come from the DPW Construction Equipment fund 43-56320-39410. Motion Carried.
