City of Medford Common Council Meeting Minutes Monday, July 14, 2025; 6:00 PM Council Chambers, City Hall 639 South Second Street, Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Laura Holmes, Tim Hansen, Ken Coyer, Christine Weix, Randy Haynes, Mike Bub and Clem Johnson.

Pledge of Allegiance

Alderperson Weix began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: Police Chief Chad Liske, Street & Water Superintendent Jason Viergutz, City Clerk Ashley Lemke, and City Coordinator Joe Harris. City Attorney Courtney Graff was an excused absence.

Visitors Present

Visitors present were Brian Wilson - The Star News, Nikki Sherman, and Heidi Eisner.

Citizens & Delegations Comments There were no citizens or delegations present.

Minutes

Laura Holmes moved, Clem Johnson seconded a motion to approve the following minutes (1) June 23, 2025 - Common Council; and (2) July 7, 2025 Common Council and to place a copy of the same in the City Clerk’s Office. All in favor: All Aye. Motion Carried.

Finance & Personnel Committee Recommendation(s): Hotel Motel Room Tax Distribution In 2025, the Hotel Motel tax, has been split with 84/14/2 split with 84% of the funds going to the Hotel/Motel fund, 14% going to the City and the remaining 2% going into a non-lapsing bandshell account. The funds set aside into this account would not be used for Park Fest. The funds would be used to hire local bands to perform.

Council needs to set the Hotel/ Motel tax distribution rate for 2026.

Ken Coyer moved, Laura Holmes seconded a motion to approve the Hotel/Motel Room tax distribution as 84% to Hotel Motel, 14% to the City and 2% to the nonlapsing bandshell. Motion Carried.

Yes: Dave J. Brandner, Christine Weix, Clem Johnson, Ken Coyer, Michael Bub, Laura Holmes, Tim Hansen, and Randy Haynes No: Public Safety Committee Recommendation( s): Operator License Denial Appeal City Ordinance 11.2.08(C)(2)(a) states if the Police Chief or their designee recommends a denial, the Police Department shall provide, in writing, the reasons for such recommendation. The recommendation will be forwarded to the Common Council.

Council, at its June 23, 2025, meeting approved the denial of an operator license, due to the applicant failing to meet the policy requirements outlining the qualifications of being able to obtain an operator license.

This decision is now being asked to be appealed by the applicant.

Dave J. Brandner moved, Tim Hansen seconded a motion to grant appeal and issue the operator license. Motion Failed.

Yes: Dave J. Brandner, Michael Bub, and Tim Hansen No: Christine Weix, Clem Johnson, Ken Coyer, Laura Holmes, and Randy Haynes Operator License Policy Update Upon review of the current Operator License policy, it was suggested to make some very minor changes listed in the policy.

Two bullet points are changed from OWI to OWI/PAC (Prohibited Alcohol Concentration), and one bullet point removes “or ordinance” to a line.

Ken Coyer moved, Christine Weix seconded a motion to approve the changes to the Operator License policy. All in favor: All Aye. Motion Carried.

Operator License Denial Recommendation City Ordinance 11.2.08(C)(2)(a) states If the Police Chief or their designee recommends a denial, the Police Department shall provide, in writing, the reasons for such recommendation. The recommendation will be forwarded to the Common Council.

Council will now need to uphold the denial recommendation from Chief Liske, or Council can instead allow for the license to be issued.

Michael Bub moved, Dave J. Brandner seconded a motion to table the action and allow the application to be processed under the new policy. Motion Carried.

At the time of publication, we are currently still waiting for Chad Kloth, Medford Area Public Schools, Sierra Pacific, and Wayne & Eva Kautzer.
