City of Medford Common Council Meeting Minutes Monday, June 23, 2025; 6:00 PM Council Chambers, City Hall 639 South Second Street, Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Laura Holmes, Ken Coyer, Christine Weix, Randy Haynes, Mike Bub, and Clem Johnson. Alderperson Tim Hansen was an excused absence.

Pledge of Allegiance

Mayor Wellner began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: Police Chief Chad Liske, City Clerk Ashley Lemke, and City Coordinator Joe Harris. City Attorney Courtney Graff was an excused absence.

Visitors Present

Visitors present were: The Star News, Mike Shiffler, Billie Hartwig, and members of the Leadership Taylor County Group.

Citizens & Delegations Comments Aaron Ludwig with the Medford Curling Club, has asked the Council to schedule a special meeting for approval of their annual beer/liquor license prior to the next scheduled meeting.

Leadership Taylor County

The Leadership Taylor County presented to Council their project they have been working on over the course of the program.

Minutes Laura Holmes moved, Ken Coyer seconded a motion to approve the following minutes (1) June 9, 2025 - Common Council; and (2) June 9, 2025 - Committee of the Whole and to place a copy of the same in the City Clerk’s Office. All in favor: All Aye. Motion Carried.

Ordinance Adopting the City of Medford’s Comprehensive Plan The City has been working on updating the Comprehensive Plan, this document has been completely updated. Plan Commission has approved a resolution to pass the plan onto Council for approval of the updated plan.

Council will need to adopt an ordinance officially approving the updated plan.

Laura Holmes moved, Christine Weix seconded a motion to suspend Council Rules #12A & 12B and adopt Ordinance #1119 approving the City of Medford 2045 Comprehensive Plan. Motion Carried.

Approval of the Taxi Procurement Policy

With the City receiving a Federal transportation grant to help operate the taxi at lower rates, one requirement is that we have a standardized procurement policy for the Taxi program. This policy will be only for the Medford taxi program.

Ken Coyer moved, Clem Johnson seconded a motion to approve the Taxi Procurement Policy. All in favor: All Aye. Motion Carried.

Finance & Personnel Committee Recommendation(s): Search and Rescue Donation Laura Holmes moved, Ken Coyer seconded a motion to approve the donation to Wings of Hope, Northstar Search and Rescue, and Christian Aid Ministries - Minnesota in the amount of $500 each for a total of $1,500 with funds from Medford Police Department General Services account (10-5211039200). Motion Carried.

Brandner, Christine Weix, Clem Johnson, Ken Coyer, Michael Bub, Laura Holmes, and Randy Haynes No: Absent: Tim Hansen Public Safety Committee Recommendation( s): Noise Permit Extension Request Medford Kiwanis Club is requesting that Council grant an exception to allow music in the park to go until midnight on Thursday July 3rd, 2025. The request is as follows: “As part of the Music in the Park Series and the 4th of July Celebration, there will be two bands performing on the evening of July 3 with an opening act of Tom Burt followed by the band Knock Point - a cover band that specializes in 80’s and current pop and rock.

Our request would be to have the music go until midnight and that we would be doing cleanup following. This would allow the second band to have a complete four-hour set of music.

While the park is surrounded by residential neighborhoods, with July 4 being a national holiday and major employers in the community being closed, we hope to minimize the disruption this may cause.”

Currently the City Park closes at 11:00 PM, in order to extend beyond that the request must be approved by Council to allow for an extension.

Ken Coyer moved, Christine Weix seconded a motion to approve the extension of the noise permit to go until midnight for the July 3rd, 2025, Music in the Park/4th of July celebration. All in favor: All Aye. Motion Carried.

Operator License Denial Recommendation City Ordinance 11.2.08(C)(2)(a) states If the Police Chief or their designee recommends a denial, the Police Department shall provide, in writing, the reasons for such recommendation. The recommendation has been forwarded to the Common Council. Council will now need to uphold the denial recommendation from Chief Liske, or Council can instead allow for the license to be issued.

Ken Coyer moved, Laura Holmes seconded a motion to deny the Operator License per the City of Medford policy stating the applicant has not had an OWI conviction within the past (1) year. Motion Carried.

Clem Johnson moved, Laura Holmes seconded a motion to approval the renewal of the Class A/B/C Beer/Liquor/Wine as follows: Class B Beer/Liquor - Rachel Meyer d/b/a Cravings - 884 West Broadway Avenue; Mi Jovenazo Number 4 LLC d/b/a Mi Jovenazo Number 4, Maria Camarena Jacinto - Agent - 507 South Eighth Street. All in favor: All Aye. Motion Carried.

Public Works Committee Recommendation( s): Funding for the S. Ninth St DOT Project Dave J. Brandner moved, Ken Coyer seconded a motion to approve the funding for the Ninth Street construction project with funds allocated from #10-5331337210 in the amount of $76,160.06. Motion Carried.

Dave J. Brandner moved, Christine Weix seconded a motion to approve the amended capital improvement schedule to have Billings reconstructed in 2027 to apply for a grant for funding of the project. Motion Carried.

The Coordinators Report this week is as follows: 1. An update on the Electric Utility projects was given at the meeting.

2. An update on the Public Works projects was given at the meeting.

3. An update on Wastewater Utility projects was given at the meeting.

Communications from the Mayor Upcoming Meeting Schedule - The upcoming meeting schedule was reviewed.

Public Safety Committee Recommendation( s): Issuance of Annual Class B Beer/Liquor Licenses Laura Holmes moved, Christine Weix seconded a motion to approval the renewal of the Class B Beer/Liquor as follows: Class B Beer/Liquor - Medford Curling Club d/b/a Medford Curling Club - Dave Hraby, Agent 525 South Whelen Avenue. All in favor: All Aye. Motion Carried.

Event in Public Right of Way Grass on the Black Michael Bub moved, Ken Coyer seconded a motion to approve the authorization to suspend Ordinance 412 for the Black on the Grass event. All in favor: All Aye. Motion Carried.
