City of Medford Common Council Meeting Minutes Tuesday, August 4, 2020 6:00 PM Council Chambers, City Hall 639 South Second Street Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Laura Holmes, Tim Hansen, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson. Alderperson Greg Knight was an excused absence. All vote tallies will be with the exception of Alderperson Knight’s vote.

Pledge of Allegiance

Alderperson Roiger began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

The following City personnel were present: City Clerk Ginny Brost, Coordinator/Public Works Director John Fales, and Treasurer Kathy Tom.

Minutes

Laura Holmes moved, Christine Weix seconded a motion to approve the following minutes and place the same on file in the Clerk’s office: (1) July 13, 2020 Committee of the Whole Closed Session, (2) July 13, 2020 Selection Committee Closed Session, (3) July 21, 2020 Selection Committee, (4) July 21, 2020 Selection Committee Closed Session, (5) July 21, 2020 Council, and (6) July 21, 2020 Council-Closed Session. All in favor All Aye. Motion Carried.

Selection of New City Clerk

Clem Johnson moved, Dave Roiger seconded a motion to select Ashley Lemke as the new City’s Clerk to replace retiring City Clerk Ginny Brost, Roll Call Vote: Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Absent; Tim Hansen-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (7 Yes; 0 No; 1 Absent) Motion Carried.

Creation of a Clerical II/Deputy City Clerk Position The Council discussed the creation of a Clerical II/Deputy City Clerk position, reviewed a job description as well as a hiring schedule. In addition, a Selection Committee was discussed.

Under Wisconsin Statutes 62.09(11)(i), the City Clerk may in writing filed in the Clerk’s Offi ce appoint a deputy Clerk who shall act under the Clerk’s direction, and in the Clerk’s absence or disability or in case of vacancy shall perform the Clerk’s duties. The Deputy Clerk shall have the power to administer oaths and affirmations. The Deputy Clerk shall receive such compensation as Council shall provide.

Dave Roiger moved, Clem Johnson seconded a motion to approve the following: (1) The creation of a Clerical II/Deputy Clerk position. (2) The job description for the position. (3) The hiring process for the Clerical II/ Deputy Clerk. (4) Authorize the Mayor, City Clerk, Clerical II/ Office Manager, and the Street & Water Superintendent to hire a Clerical II/Deputy Clerk. Issuance of Operator’s (Bartender’s) License(s) There were no operator’s license applications to consider. No Action Taken.

Coordinator’s Report

The Coordinator’s report was as follows: (1) An update on the Public Works projects was given. (2) An update on the Electric Utility projects was given. (3) An update on the Wastewater Utility projects was given.

August 10, 2020 Committee of the Whole Meeting - The August 10th Committee of the Whole meeting has been canceled.

8th Street Artisans Ribbon Cutting Ceremony - The 8th Street Artisans’ ribbon cutting ceremony is scheduled for Thursday, August 6th at noon. The 8th Street Artisans is located at 345 North Eighth Street. Council members are invited to attend.

Adjourn to Closed Session

Laura Holmes moved, Clem Johnson seconded a motion to adjourn to Closed Session at 6:12 PM in accordance with Wisconsin State Statue 19.85(1)(c) and (e) to consider the employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility and for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a Closed Session. The purpose of the Closed Session is to discuss the City Coordinator/ Public Works Director’s retirement transition and final compensation. Roll Call Vote: Dave J. At 6:35 PM, the Council reconvened into Open Session.

City Coordinator/Public Works Director’s Retirement Transition and Final Compensation and Take Any Action Regarding the Same Dave Roiger moved, Christine Weix seconded a motion to accept the City Coordinator/Public Works Director’s retirement and approve the final compensation agreement.
