Taylor County Board of Supervisors Tuesday, May 19, 2020 9:00 a.m.

The following minutes are only a draft and have not yet been approved by the Taylor County Board. Therefore, they remain subject to revision pending final approval at the next meeting of the Taylor County Board of Supervisors.

The Taylor County Board of Supervisors was called to order at 9:00 a.m. on Tuesday, May 19, 2020, by Jim Metz, County Board Chair, in the Third Floor County Room, Taylor County Courthouse, 224 South Second Street, Medford, WI 54451.

The Prayer of Divine Guidance was given by Father Patrick McConnell, Holy Rosary Parish, Medford, WI. Supervisor Mildbrand led the Board in The Pledge of Allegiance. Roll call was taken by County Clerk Andria Farrand, with all seventeen (17) members present. A quorum being present, the board was declared in session.

It was moved by Thums, seconded by Soper, to approve the agenda with nine (9) items. A unanimous vote cast, the motion carried.

Docket No. 2020-4-24: A RESOLUTION EXPRESSING APPRECIATION TO JASON RAY FOR HIS MANY YEARS OF SERVICE TO TAYLOR COUNTY.

RESPECTFULLY SUBMITTED: LAW ENFORCEMENT AND EMERGENCY SERVICES COMMITTEE: Lester Lewis, Scott Mildbrand, Raymond Soper, Myron Brooks, Catherine Lemke It was moved by Lewis, seconded by Lemke, to adopt the resolution as submitted. A unanimous vote cast, the motion carried. The item was declared adopted and became RESOLUTION NO. 5.

Jason Ray was not available to attend to accept the resolution and plaque, so they will be mailed to him.

Docket No. 2020-4-25: A RESOLUTION EXPRESSING APPRECIATION TO NANCY MAYER FOR HER MANY YEARS OF SERVICE TO TAYLOR COUNTY.

RESPECTFULLY SUBMITTED: LAW ENFORCEMENT AND EMERGENCY SERVICES COMMITTEE: Lester Lewis, Scott Mildbrand, Raymond Soper, Myron Brooks, Catherine Lemke It was moved by Adams, seconded by Mildbrand, to adopt the resolution as submitted. A unanimous vote cast, the motion carried. The item was declared adopted and became RESOLUTION NO. 6.

Nancy Mayer was not available to attend to accept the resolution and plaque, so they will be mailed to her.

Docket No. 2020-4-26: RESOLUTION TO ADOPT A CITIZEN PARTICIPATION PLAN RESPECTFULLY SUBMITTED: TAYLOR COUNTY HOUSING AUTHORITY BOARD: Gene Knoll, Daniel Makovsky, Charles Webster, Tammy Mann, Joe Tomandl It was moved by Knoll, seconded by Makovsky, to adopt the resolution as submitted. A unanimous vote cast, the motion carried. The item was declared adopted and became RESOLUTION NO. 7.

Docket No. 2020-4-27: RESOLUTION TO ADOPT THE POLICY FOR TAYLOR COUNTY RESIDENTIAL ANTIDISPLACEMENT AND RELOCATION ASSISTANCE PLAN FOR CDBG PROGRAMS.

RESPECTFULLY SUBMITTED: TAYLOR COUNTY HOUSING AUTHORITY BOARD: Gene Knoll, Daniel Makovsky, Charles Webster, Tammy Mann, Joe Tomandl Jessica Mudgett, Taylor County Housing Authority Director and Attorney Karl Kelz were present to address the questions of the board. It was moved by Makovsky, seconded by Lemke to adopt the resolution as submitted. A unanimous vote cast, the motion carried. The item was declared adopted and became RESOLUTION NO. 8.

Docket No. 2020-4-28: RESOLUTION TO ADOPT THE POLICY TO PROHIBIT THE USE OF EXCESSIVE FORCE AND THE BARRING OF ENTRANCES/ EXITS FOR NONVIOLENT CIVIL RIGHTS DEMONSTRATIONS.

RESPECTFULLY SUBMITTED: TAYLOR COUNTY HOUSING AUTHORITY BOARD: Gene Knoll, Daniel Makovsky, Charles Webster, Tammy Mann, Joe Tomandl It was moved by Adams, seconded by Knoll, to adopt the resolution, as submitted. Supervisor Lewis stated point of order to advise the Board that the Law Enforcement and Emergency Management Committee did not vote on this resolution at their committee meeting. It was suggested that it be presented to the County Board for their review. After further discussion, a voice vote cast, with sixteen (16) voting aye, and one (1) voting no, (Soper) the motion carried. The item was declared adopted and became RESOLUTION NO. 9.

Docket No. 2020-4-29: A RESOLUTION TO PROCEED WITH THE IMPLEMENTATION OF THE TAYLOR COUNTY BROADBAND PROJECT. RESPECTFULLY SUBMITTED: BROADBAND COMMITTEE: Michael Bub, Charles Zenner, Rollie Thums, Gene Knoll, Michael Schaefer, James Stokes, Kenneth Ceaglske It was moved by Zenner, seconded by Bub, to adopt the resolution, as submitted. Supervisor Bub addressed the board and reviewed the PowerPoint presentation and two maps with them. He explained that with schools closed due to the Covid- 19 pandemic, over 30% of students are unable to connect to the internet to do their schoolwork. Finance Director, Larry Brandl, added that interest rates are low, and some borrowing is not a bad thing. After much discussion, a roll call vote cast, seventeen (17) voting aye, the motion carried. The item was declared adopted and became RESOLUTION NO. 10.

Docket No. 2020-4-30: A RESOLUTION PROPOSING THE PURCHASE OF THE BAUER PROPERTY ADJACENT TO THE TAYLOR COUNTY FAIRGROUNDS.

RESPECTFULLY SUBMITTED: BUILDINGS, GROUNDS AND PARKS COMMITTEE: Diane Albrecht, James Gebauer, Daniel Makovsky FINANCE COMMITTEE: Charles Zenner, Tim Hansen, Scott Mildbrand, Catherine Lemke, Raymond Soper It was moved by Albrecht, seconded by Makovsky, to adopt the resolution as submitted. After much discussion, Supervisor Soper called for a ballot vote, twelve (12) voting aye and five (5) voting no, (Mildbrand, Bub, Soper, Thums, Adams), the motion carried. The item was declared adopted and became RESOLUTION NO. 11.

Docket No. 2020-4-31: A RESOLUTION PROPOSING THE PURCHASE OF THE HAROLD MILLER PROPERTY ADJACENT TO THE TAYLOR COUNTY FAIRGROUNDS.

RESPECTFULLY SUBMITTED: BUILDINGS, GROUNDS AND PARKS COMMITTEE: Diane Albrecht, James Gebauer, Daniel Makovsky FINANCE COMMITTEE: Charles Zenner, Tim Hansen, Scott Mildbrand, Catherine Lemke, Raymond Soper It was moved by Zenner, seconded by Lemke, to adopt the resolution as submitted. Supervisor Bub asked how the vote went in Finance and Chairman Metz stated it was three (3) votes yes, two (2) votes no. After some discussion, Makovsky called for a ballot vote, thirteen (13) voting no, four (4) voting aye, (Makovsky, Albrecht, Lemke, Zenner), the motion failed.

Docket No. 2020-4-32: AN ORDINANCE TO AMEND SECTION 2.08(17), NOMINATION OF STANDING COMMITTEES BY THE COMMITTEE ON COMMITTEES AND RULES, COUNTY BOARD, TAYLOR COUNTY CODE.

RESPECTFULLY SUBMITTED: COMMITTEE ON COMMITTEES AND RULES: Jim Metz, Lester Lewis, Daniel Makovsky, Scott Mildbrand Diane Albrecht, Charles Zenner JIM METZ, CHAIR TAYLOR COUNTY BOARD OF SUPERVISORS It was moved by Thums, seconded by Zenner, to adopt the ordinance as submitted. It was then moved by Lewis, seconded by Bub, to amend the resolution by adding, ‘or their designee’ after ’The County Board Chair’ in Section 17. A unanimous vote cast on the amendment, the motion carried. The ordinance, as amended, was then voted on. A unanimous vote cast, the motion carried. The item was declared adopted and became ORDINANCE NO. 676.

Docket No. 2020-4-33: AN ORDINANCE TO AMEND SECTION 3.035, DEPARTMENTAL AUTHORIZATIONS, TAYLOR COUNTY CODE. (DISTRICT ATTORNEY) RESPECTFULLY SUBMITTED: PERSONNEL COMMITTEE: Charles Zenner, Lester Lewis, Scott Mildbrand, Tim Hansen, Rollie Thums JIM METZ, CHAIR TAYLOR COUNTY BOARD OF SUPERVISORS It was moved by Lewis, seconded by Zenner, to approve the ordinance as submitted. A unanimous vote cast, the motion carried. The item was declared adopted and became ORDINANCE NO. 677. Patty Krug, Director of the Taylor County Health Department, addressed the board regarding Covid-19 since the Governor’s Safer at Home Order was lifted by the Wisconsin Supreme Court. She stated that some businesses were beginning to open, some slowly and schools remained closed through June 30, 2020.

It was moved by Bub, seconded by Roiger, to empower the Executive Committee to determine when the committee ends. The motion failed after it was explained that the Emergency Committee only deals with the County employees, not the residents. Courtney Graf, Corporation Counsel, stated she would email all supervisors information on an end date to the Emergency Committee.

Sarah Holtz, Taylor County Treasurer, addressed the board and explained ACT 185, which would waive the interest on delinquent real estate taxes until October 1, 2020. This would require the County Board to pass a resolution, as well as, each municipality. Supervisor Lewis stated that the Wisconsin Towns Association has encouraged the towns not to pass such a resolution. With no action taken, Taylor County remains status quo and ACT 185 will not be enacted.

It was moved by Albrecht, seconded by Knoll, to adjourn subject to the call of the Chair. A unanimous vote cast, the motion carried. The meeting adjourned at 11:28 a.m. Andria Farrand County Clerk (One ins. July 2)
