City of Medford Common Council Meeting Minutes Tuesday, June 16, 2020 6:00 PM Council Chambers, City Hall 639 South Second Street, Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present Dave J. Brandner, Laura Holmes, Greg Knight, Tim Hansen Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.

Pledge of Allegiance

Alderperson Brandner began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: City Clerk Ginny Brost, Coordinator/Public Works Director John Fales, Street & Water Superintendent Joe Harris, Electric Utility Spence Titera, and Treasurer Kathy Tom. City Attorney Courtney Graff was an excused absence.

Visitors Present

Visitors present were Brian Wilson-Star News, Pat Sullivan-Medford Area School District Administrator, Paul Dixon-Medford Area School Board, and Justin, Conner & Carrie Zirngible.

Citizens & Delegations Comments No citizens or delegations addressed the Council.

Minutes

Greg Knight moved, Clem Johnson seconded a motion to approve the following minutes and place the same on file in the Clerk’s Office: (1) June 1, 2020 Council meeting with the following correction - On page 5 under Fireworks Show, remove “and both must close by 5 PM”, (2) June 2, 2020 Board of Review, and (3) June 8, 2020 Committee of the Whole meeting minutes. Motion Carried.

Medford Area School District Update Medford Area School District Administrator Pat Sullivan gave an update on school district happenings. This included the challenges created by COVID-19, and the Medford Area Senior High School assessment survey and its results. No Action Taken.

Resolution Approving the Annual Wastewater Treatment Plant Compliance Maintenance Report

Dave Roiger moved, Christine Weix seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1874 that adopts the annual Wastewater Treatment Plan Compliance Maintenance Report. Initial Resolution Authorizing $770,000 General Obligation Bonds for Sewerage Projects Clem Johnson moved, Laura Holmes seconded a motion to suspend Council Rules #13A & #13B, and adopt Initial Resolution #1875 that authorizes $770,000 General Obligation Bonds for the sewerage projects. Resolution Providing for the Sale of $4,490,000 General Obligation Corporate Purpose Bonds, Series 2020B Dave Roiger moved, Tim Hansen seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1877 that provides for the sale of $4,490,000 General Obligation Corporate Purpose Bonds, Series 2020B. Roll Call Vote: Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Yes; Tim Hansen-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (8 Yes; 0 No) Motion Carried.

Resolution Directing Publication of Notice to Electors Christine Weix moved, Greg Knight seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1878 that directs the City Clerk to publish the notice to electors as presented. City Clerk Selection Committee Dave Roiger moved, Clem Johnson seconded a motion to create a City Clerk Selection composed of the Mayor, Council President, Finance & Personnel Chair, Coordinator/Public Works Director with the City Clerk serving as an ex office member. The motion included that the Selection Committee review the applications/resumes and interview qualified applicants. The Selection Committee will select top candidates to be interviewed by the Council. A successful candidate will be selected, and a job offer will be prepared and offered to said candidate. All in favor: All Aye. Motion Carried.

Electric Utility Employee’s Leave of Absence Extension Request Clem Johnson moved, Laura Holmes seconded a motion to grant the Electric Utility employee’s extension request for a paid leave of absence retroactive to June 1, 2020 to June 18, 2020, and an unpaid leave of absence from June 19, 2020 to July 20, 2020 due to health condition that renders the employee unable to perform the employee’s job duties at this time with the understanding that if the position has been filled the employee may not be restored to the position ifthereisnotavacancy. Allin favor: All Aye. Motion Carried.

Hiring an Electric Utility Lineman Laura Holmes moved, Dave Roiger seconded a motion to authorize the Coordinator/Public Works Director and Electric Utility Manager to proceed with the hiring of an Electric Utility lineman. All in favor: All Aye. Motion Carried.

Issuance of Refuse/Recycling Licenses Clem Johnson moved, Christine Weix seconded a motion to grant the issuance of refuse collection/ recycling hauler’s licenses to Advanced Disposal and Express Disposal for the period beginning July 1, 2020 and ending June 30, 2021. All in favor: All Aye. Motion Carried.

State/Municipal Financial Agreement Revised - State Highway 64 from National Avenue to STH 13 & Funding for the Same Greg Knight moved, Clem Johnson seconded a motion to approve the revised State/ Municipal financial agreement for the State Highway 64 project from National Avenue to STH 13 at a total estimated cost of $1,486,530 (Department of Transportation cost @ $1,342,448 and the City share of the cost @ $144,083. Funding for this project will be included at the time the 2024 City budget is prepared. Roll Call Vote: Dave J. Compensation for Pool Employees Greg Knight moved, Clem Johnson seconded a motion to pay the City pool employees for the period June 10, 2020 to June 22, 2020 to insure their availability if the pool opens at an estimated cost of $7,300.00 with the monies that have been budgeted in the 2020 Pool Salary & Benefits account (#10-55420-11000). Public Events in the City Park Dave Roiger moved, Greg Knight seconded a motion to allow Rumblefest to proceed as planned, and to have all other public events in the park approved by Council during the COVID-19 pandemic. All in favor: All Aye. Motion Carried.

Issuance of Cigarette License to Family Dollar Stores of Wisconsin LLC for Premise d/b/a Family Dollar Store #26117 Located at 117 North Eighth Street On June 11, 2020, the City received an application for a cigarette license from Family Dollar Stores of Wisconsin LLC d/b/a Family Dollar Store #26117 located at 117 North Eighth Street for the period beginning July 1, 2020 and ending June 30, 2021.

Clem Johnson moved, Laura Holmes seconded a motion to grant the issuance of a cigarette license to Family Dollar Stores of Wisconsin LLC d/b/a Family Dollar Store #26117 located at 117 North Eighth Street for the period beginning July 1, 2020 and ending June 30, 2021. All in favor: All Aye. Motion Carried.

Issuance of Operator’s (Bartender’s) License(s) Greg Knight moved, Dave Roiger seconded a motion to approve the issuance of temporary operator’s licenses to Brandon Jensen and Jason Hartwig for Rumblefest. All in favor: All Aye. Motion Carried.

Coordinator’s Report

The Coordinator’s report was as follows: (1) An update on Public Works projects was given. (2) An update on Electric Utility projects was given. (3) An update on Wastewater Utility projects was given. (4) The Public Works Department received a request to create a “Story Walk” along the Park Riverwalk. This entails placing books (pages in plastic sleeves) mounted on wire stand throughout the Riverwalk from the bridge on Allman Street to the library, and then wind through the woods, ending at the bridge at the edge of the woods. Each story would begin at the bridge and end at the bridge. The Medford Public Schools would be responsible for maintaining the signs. The “Story Walk” would begin in June and end in July. Because of the time constraints, Mayor Wellner in conjunction with Street & Water Superintendent Harris agreed to this request. (5) The Committee of the Whole requested the dilapidated building located at 236 South Main Street be scheduled for discussion at future meeting. Following the meeting, an interested party contacted the City. A meeting is scheduled with the party, and an update will be provided following the meeting.

Communications from the Mayor Upcoming Meeting Schedule - The upcoming meeting schedule was distributed.
