City of Medford Common Council Meeting Minutes Monday, June 1, 2020 6:00 PM Council Conference Room, City Hall 639 South Second Street, Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present Dave J. Brandner, Laura Holmes, Greg Knight, Tim Hansen, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.

Pledge of Allegiance

Alderperson Roiger began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: City Clerk Ginny Brost, Coordinator/Public Works Director John Fales, and Police Chief Chad Liske. City Attorney Courtney Graff was an excused absence.

Laura Holmes moved, Greg Knight seconded a motion to approve the following minutes, and placed the same on file in the Clerk’s Office: (1) May 19, 2020 Council, and (2) May 26, 2020 Committee of the Whole. All in favor: All Aye. Motion Carried.

City Medford Baseball Inc.’s Request to Construct a Larger Storage Shed with Financial Assistance from the City Coordinator/Public Works Director Fales informed the Council that the Public Works Department will prepare and pour the foundation of the shed with monies coming from the Public Works labor accounts. This City contribution of in-kind work would then reduce the City’s contribution by $2,500.00 to a contribution amount of $7,000.00 Tim Hansen moved, Dave Roiger seconded a motion to approve the construction of a 24’ x 30’ storage shed with the City contributing $7,000.00 in cash and $2,5000.00 in City labor to prepare and pour the foundation of the shed. The motion included allocating the $7,000.00 from the City’s Undesignated Unreserved account. Roll Call Vote: Dave J. Pool Opening

On May 28, 2020, the State Department of Health Services recommended that all public pools, splash pads, and water parks remain closed due to the spread of the COVID-19 virus. According to the State Department of Health Services, until the State meets the benchmarks established in the road map to re-open Wisconsin, it is not safe to bring together groups of individuals that are not part of a single household or living unit into an environment where sustained closed contact could occur. The State Department of Health Services understands that there are many positive benefi ts from visiting pools, splash pads, and water parks. They suggest other outdoor activities that individuals and families can participate in while waiting for it to be safe to return pools and water parks. These include bike rides, walks, and other outdoor physical activities that allow for safe physical distancing.

On May 29, 2020, the City received an email from Wendy Berglund requesting the Council reconsider its motion to open the pool and suggested the City postpone the pool opening. She noted that at this time the State Department of Health Services recommends that all public pools, splash pads, and water parks remain closed due to the spread of COVID-19. She noted the following: (1) Public Health Departments are responsible for the well-being of the communities they serve. (2) Recommendations do not need to become legislated to be valid or acted upon in the best interest of the community, nor do they need to meet public consensus, especially during a pandemic. (3) The State and local health departments have provided clear recommendations on pool openings. Their recommendations are not based on emotion but based in science and facts.
