City of Medford Common Council Meeting Minutes Tuesday, January 21, 2020 6:00 PM Council Chambers, City Hall 639 South Second Street Medford, WI {Subject to Council Approval} Call to Order/Roll Call In the absence of Mayor Mike Wellner, Council President Greg Knight called the meeting to order with the following members present Dave J. Brandner, Laura Holmes, Peggy Kraschnewski, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson. In accordance with The Rules of the Common Council, Council President Knight will retain his right to vote as an alderperson.

Pledge of Allegiance

Alderperson Kraschnewski began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Council President Knight announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: City Clerk Ginny Brost, Coordinator/Public Works Director John Fales, Police Chief Bryan Carey, and Street & Water Superintendent Joe Harris. City Attorney Courtney Graff was an excused absence.

Approval of Minutes

Peggy Kraschnewski moved, Laura Holmes seconded a motion to approve the following minute, and place the same on file in the Clerk’s Office: (A) December 17, 2019 Council, (B) January 13, 2020 Committee of the Whole with the following correction - On page 3, change the shed size from 16’x14’ to 16’x24’; and (C) January 13, 2020 Committee of the Whole Closed Session. All in favor: All Aye. Motion Carried.

Retiring Employee’s Use of Service Incentive Funds Dave Roiger moved, Clem Johnson seconded a motion to waive the requirement in Section 3.6(C)(2) in the Employee Handbook, and allow a retiring employee who has 20 years of service and the employee’s full complement of 85 days of accumulated sick leave at the time of retirement to use said funds to pay the employee’s family’s insurance fund until the fund is depleted as the employee will have VA health coverage at no cost. Citizens State Bank’s Class B Beer/Liquor License for the Premise Located at 507 South Eighth Street - Waiver from Ordinance #1035 Failure to Commence Sale The premise located at 507 South Eighth Street was purchased from Citizens State Bank on January 16, 2020. The new owners have contacted the City and have begun the process to obtain a Class B beer/ liquor license. No Action Taken.

Contract with the Village of Stetsonville for the Operation of the Village’s Water System Laura Holmes moved, Peggy Kraschnewski seconded a motion to approve a contract between the City and Village of Stetsonville whereby the City will assist the Village of Stetsonville with the operations of the water treatment plant facility. Public Works Department Purchase of a Compact Excavator & Trailer Peggy Kraschnewski moved, Christine Weix seconded a motion to accept the quote from Bobcat Plus and authorize the Public Works Department to purchase a 2020 E85 Bobcat compact excavator and trailer at a cost not-to-exceed $105,844.00 with the monies for the purchase allocated from the Capital Outlay account (#43-56320-39410). 2020 Swimming Pool Personnel Wages Michael Bub moved, Clem Johnson seconded a motion to approve the following pool personnel wages for 2020: Position - Base Wage Per Hour - Returning Wage Per Hour Head Lifeguard - $12.50 per hour - $12.88 per hour Assistant Lifeguard - $11.50 per hour- $11.85 per hour Lifeguard - $11.00 per hour $11.33 per hour Attendant - $7.50 per hour $7.73 per hour *Pool personnel may earn more than the base wage depending on years of service.

2020 Township Contributions Towards Pool Operations Dave Brandner moved, Clem Johnson seconded a motion to that the City request the following contributions towards the pool operations. The motion included that should a township decide to contribute towards the pool operations, their residents would pay the same pool fees as City residents.

Engineering Contract for Water Tower #3 and the East Side Interceptor Water & Sewer Contract Project With Tax Increment #13 expenditure period closing in June of 2020, final projects that the Medford Utilities would be able to continue with include the eastside interceptor, construction of a third water tower, and a new water pressure zone with both water projects being specifi ed in the 2015 AECOM Water System Analysis Report.

In calendar years 2020-2022, the City is planning the following projects: (1) An interceptor sewer from the end of the 12 inch sewer at Highway 64 north along Correction Creek to Allman Street; (2) A watermain and sewer extension from Malibu Drive, east along Allman Avenue to the location of the new water tower; and (3) A new 200,000 gallon pedestal spheroid water tower south of Allman Street. The project involves approximately 6,000 lineal feet of sanitary sewer and 3,100 lineal feet of watermain. All projects are located in and adjacent to Tax Increment District #13 which is under the control of the Community Development Authority Board. The estimated cost of the projects are as follows: Water Tower @ $1,265,000.00, Watermain @ $389,000.00, Sewer @ $208,400.00 and Interceptor @ $554,200.00 for a total of $2,416,600.00.

An engineering contract for the above projects was solicited from Ayres & Associates, Inc. (the City’s engineers). The total engineering cost is $248,300 and is broke down as follow: Supplemental Topographic & Boundary Information $5,900.00 Water & Sewer Design Engineering - $73,200.00 Water Tower Design Engineering - $57,000.00 Water Tower Structural Engineering - $23,900.00 Water & Sewer Permitting (DNR, DOT, Corps) - $12,200.00 Water Tower Permitting (DNR, PSC) - $7,500.00 Water & Sewer Easements & Tower CSM - $6,500.00 Bidding - $8,400.00 Construction Staking/Engineering - $53,700.00 On January 13, 2020, the Community Development Authority Board met and approved the projects. Council will now need to approve the financing and engineering contract. Monies for the engineering will be allocated from the General Fund Undesignated Reserve account.

Issuance of Operator’s (Bartender’s) License(s) Clem Johnson moved, Dave Roiger seconded a motion to approve the issuance of twoyear regular operator’s licenses for the period beginning January 22, 2020 and ending June 30, 2021 to Michael Kalmon, Steven DeLonay, Ashley Hempel, and Journey Kroening. All in favor: All Aye. Motion Carried.

Coordinator’s Report

The Coordinator’s report was as follows: (1) An update on the Public Works project was given. (2) An update on the Electric Utility projects was given. (2) An update on the Wastewater Utility projects was given. (4) The 2019 audit is scheduled for the week of March 2nd with audit presentation scheduled for May 5th.

Communications from the Mayor

Upcoming Meeting Schedule - The upcoming meeting schedule was distributed. The January 27, 2020 Committee of the Whole meeting has been canceled. There will be a Plan Commission meeting on February 3, 2020 and a Council meeting on February 4, 2020. The February 18, 2020 Council meeting has been rescheduled to Monday, February 17, 2020 due to the Spring Primary.

Board of Review - The Board of Review has been scheduled for Tuesday, June 2, 2020. Because Council is normally held on that date, it has been rescheduled to Monday, June 1, 2020.
