2020 Local Levy The Taylor County Treasurer and Real Property Lister are requesting the municipalities to submit their local levy to them by December 1, 2019 to ensure that they have enough time to calculate, create, and print the tax bills. In order to comply with this request, Council will need to adopt the City’s levy following the adoption of the 2020 General Fund Budget. The City’s 2020 levy, based on the budget presented, is $1,735,183. This does not include the tax increment district amounts.

Resolution Establishing a Health Insurance Premium Non-lapsing Account Clem Johnson moved, Laura Holmes seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1866 that creates a health insurance premium non-lapsing account, and that all monies realized from the savings on health insurance premiums by the City of Medford due to, or arising from, its membership in the Spectrum Employer Business Cooperative shall be deposited into the newly created Health Insurance Premium Non-lapsing Account. Creation of Taxi Selection Committee The City must advertise for bids for the operation of the City’s taxi service for the next five years. This year the City must solicit bids for the 20202024 operation of the taxi service. According to the Department of Transportation, Federal law prohibits Councils from selecting ta taxi service provider. The Selection Committee, appointed by Council, will select the next City taxi provider. Mayor Mike Wellner would like to appoint the Mayor, Coordinator/ Public Works Director, the Clerk, and Office Manager to serve on the 2020-2024 Taxi Selection Committee. The Building Inspector/ Planner would serve as an ex officio member, and have no voting privileges.

Engineering Services for the 2020 Water Replacement Project At the request of City personnel, Ayres Associates, Inc. (the City’s engineers) have submitted an agreement to provide engineering services for the following 2020 Water Main Replacement project: (1) Water Main replacement along South Whelen Avenue from its intersection with Industrial Drive approximately 2000 feet north. The cost for the engineering services is $17,800.00. Monies have been allocated in the 2020 Water Main replacement account.

State Municipal Services for the Highway 64 (National Avenue to Highway 13) Improvement Project Highway 64 from National Avenue to Highway 13 is exhibiting longitudinal and transverse cracking, faulting, and patching, and is in need of repairs. The entirety of the project is a connecting aid funded highway. The proposed improvement will be a resurfacing of 1.2 miles, and include mill and overlay along with any incidentals necessary to complete the project. It is anticipated that this Department of Transportation project will be done in calendar year 2024. The estimated project cost is $812,000. The cost of engineering is $112,000 of which the City is responsible for 25% or $28,000. Further construction costs may be assigned after engineering assessments are completed. It is suggested that the City’s share of the project be allocated from the 2020 Undesignated Unreserved account.

Coordinator’s Report

The Coordinator’s report was as follows: (1) An update on Public Works projects was given. (2) An update on Electric Utility projects was given. (3) An update on Wastewater Utility projects was given. (4) Public Works employee Ryan Czarnezki has received a successful performance evaluation. Effective November 6, 2019, his wage will increase from $21.11 per hour to $22.29 per hour. (5) The dates for the Special Election to fill the 7th Congressional District seat have been set. The Special Primary will be held the same day as the Spring Primary (February 18, 2020), and the Special General Election will be held on May 12th. (6) On October 21, 2019, Joe Greget notified the City that the merry-go-round in the All-Inclusive Park will be removed in spring of 2020 as it has not been working properly. At this time, the merry-go-around will either be replaced or the area will be filled in. (7) A City Facebook page was recently launched.

(2) Beginning April 1, 2020, the salary shall be $70,724.00. (3) July 1, 2020, there would be no increase. (4) Beginning October 1, 2020 and contingent upon a successful job performance review, the salary shall increase to $76,710.40. (5) January 1, 2021, there would be no increase. (6) Beginning April 1, 2021 and contingent upon a successful job performance review, the salary shall increase to $78,686.40 plus the amount of increase the nonunion employees received on January 1, 2021.
