n August 8 - An officer was dispatched for a complaint of a dog bite. The officer arrived and met with two males. The victim of the bite said he was walking down the street when a dog ran at him and bit him in the back of his leg. The officer observed the man’s pant leg was tore and there was a puncture wound that was bleeding. The man said he would drive himself to the hospital. The officer told the man he would follow up with him after he got back.
The officer then talked to the other man who was the owner of the dog. The man said he was outside with the dog as it was going to the bathroom. The man said the dog saw the man walking and for some unknown reason, the dog took off after the man and bit him. The man said the dog was not on a leash but he had a shock collar on the dog. The man said he attempted to use the shock collar but it had no effect. The man said after the initial bite, he was able to regain control of the dog. The man said he was supposed to have his dog obtain a rabies vaccine in March of 2023 but has not done so yet.
The officer then explained quarantine instructions to the man and cited him for failure to obtain rabies vaccination.
n August 8 - An officer spoke to a couple in Colby regarding a stalking complaint. The couple said she had seen a man walking on the east side of her property and he was watching her property. The man walked by the backyard of the couple’s property that the city of Colby owns. The woman said the man has sent an email to the Colby Community Library accusing her of throwing dog feces onto the library property. The officer went and spoke to library staff who said the man had called them to say that the woman had thrown three shovels of dog feces onto the city owned property. When they saw the man, the woman then hid behind a bush so the man would not see her. The library staff believed the man was speaking about the stalking complainant. The library staff said they had sent an email to the public works office about the complaint.
The officer went to speak to the Colby public works employees about the complaints. The employee said he had walked the city property and did notice some piles of dog feces and did speak to the couple about it.
The officer noted that this has been an ongoing issue with the couple and the man. The officer then went to speak to the man about the incident. The man said he went to the Colby Library to return some items and took the shortest route to the library which involves walking through the field behind the complainant’s residence. The man said he never stopped while walking and never looked at the couple’s property. The man said he does not walk on the roadway because the grass is easier on his joints. He said he will continue to walk on the grass as it is city owned property. The officer told the man if he continues to walk that way, not to stop behind the couple’s property. The man said he understood.
n August 11 - An officer was dispatched to the city of Abbotsford for a loose dog complaint. The officer arrived on-scene and made contact with a female who said she located a small dog that walked into her garage. The woman said she did not know where the dog came from as it did not have a collar. The officer transported the dog to the Abbotsford kennel.
The next day, a man called the police department in reference to a missing dog. The man said the dog that was found the previous day belonged to him and he was going to come get it. The man was warned for permitting an animal to run at large.
n August 11 - An officer was dispatched to a restaurant in Abbotsford for a report of a fight in progress. The officer arrived and saw two males stumbling in the roadway. The men went back into the restaurant and the officer followed them inside. The duo went to sit at the bar and the officer spoke to an employee. The employee said the duo had been fighting two other males and the officer walked over to the bar area and saw that there were chairs tipped over and food items all over the bar top and floor. The officer asked the duo to go outside to speak with the officer.
They complied and said they were eating in the restaurant and spoke to two other males. The duo said they invited the two other males to go somewhere with them and the two males became upset and attacked them. The officer asked if they knew who the males were and they said they did not.
The officer then went back inside and spoke with the employee who said he saw the fight. The employee said the duo were drinking at the bar. The employee said one of the men who were now outside tried to order more alcohol but the bartender told the man he has had too much to drink and will not serve him. The employee said that the men went by the counter and leaned on the counter and looked like he was sleeping.
The employee told the man who was with the intoxicated male to take the man home. The employee said there was another group of males who were eating in the restaurant and also told the men to go home. The two men who were still at the scene then went over to the group to confront them. That’s when the fight broke out and the employee called the police. The employee said he did not know who the other males were and did not see the vehicle the men drove off in. The employee said nothing was broke and only chairs got knocked over. The employee said he did not want the duo who were outside back in the restaurant until they were sober.
The officer went back outside to talk to the two males and asked if they knew the other group of males or what vehicle they left in. They said they did not know.
The officer notified the men that they would be cited for disorderly conduct. The officer then asked the men how they were getting home. One of the men said he could drive. The officer asked the man if he would take a preliminary breath test to make sure he was OK to drive. The man agreed and the result was a 0.16. The man then called someone to get a ride home.
n August 11 - An officer was requested to speak with a woman. The officer arrived at a third party location and spoke to a woman who said she lives in Abbotsford and while she works during the day, her ex-boyfriend watches the kids that they have in common at her residence. The woman said she now does not want the man at her residence and wanted the officer to notify him of that. The woman said that the man moved out of the residence in December of 2022 and said she has tried to tell the man he is not welcome at her house but he does not listen. The officer asked how often the man is at her house with the kids. She said he is there Monday through Friday.
The woman said that when she and the man were together, she purchased a vehicle. The woman said that she gave the man the title and signed it over to him but the man has not registered the vehicle in his name yet so she wants it back. The officer explained to the woman that the vehicle issue is a civil case and she would need to go to civil court to get her car back.
The officer left the location and went to the woman’s residence where the man was supposedly watching her kids. No one was home. The woman said she is not normally home from work that early so the man may bring the kids back later. She said she would call the officer if he showed up.
Later that day, the officer was called back to the residence because the man was there. The officer explained to the man that the woman does not want him to watch the kids at her house. The man said that would be fine and had the car title in his hand. The woman ripped it out of his hand. The officer took the title from the woman and had her go outside. The officer noticed the title was signed with what appeared to be the woman’s signature. The officer asked the man if he could leave. The man said he could not and pointed to the tires on the driver’s side of the vehicle. Both tires were flat. The man said the woman had punctured the tires.
The woman said she punctured the tires so the vehicle would not be able to leave. The officer told the woman that the vehicle issue was a civil case and since she signed the title over to the man she cannot damage the vehicle.
The woman said she was leaving with the kids in a little while and told the man he had until she left to grab all his belongings out of the house. The man agreed and gathered his belongings. The officer notified the woman that she would be charged with criminal damage of property and she left with the kids. The man was reminded that he was not welcome at the house and he said he understood. The vehicle was then towed back to the man’s residence.
n August 11 - An officer was dispatched to a business in Colby for a theft complaint. Upon arrival, the officer was notified that a customer had brought in a vehicle to have work done and it was sitting in the parking lot of the business. Sometime during the previous night, the gas tank was stolen from the vehicle. The man showed the officer where the vehicle was pulled backwards so jacks could be placed on the cement and not in the gravel. The officer saw that the tank was missing and photographed the damage.
The man gave the officer the phone number for the man who owned the vehicle. Another officer spoke to the man who said he didn’t own it, the man who initially made the complaint owns it. The officer spoke to the initial complainant who completed the lack of consent form.
n August 11 - Officers were called to the city of Colby for a fight in progress. While en route, the officer was notified that the involved parties were armed with clubs and the fight was escalating. The officer arrived and observed a man sitting on the stoop outside of a residence while the caller said the other male involved was walking down the block. The officer saw the other man walking and yelled for the man to come speak with him. The man yelled back that he was coming to speak to him and the officer did not need to talk to the man that way. The officer got near the man and observed that he had blood coming from his hands and bruising and scraping to his face and knees. The officer asked the man to tell him what happened that day.
The man said he and the other man involved live together and said he was going to take the man to a job interview. The man said he was in his vehicle sitting in the front passenger seat, a woman was in the driver’s seat and the other man was in the back seat. The man said the other man got angry at him and got out of the vehicle and ran up into their apartment. The man said he opened the door to the staircase to find out why the man ran inside. The man said that the other man was about halfway up the stairs when he turned around, ran down the stairs and pushed the man with both hands. The younger man said he stumbled backwards and the older man started punching him in the face and they both fell to the ground. The younger man said after they fell to the ground, both were punching each other. The younger man said the older man then ran down the block. The younger man said he did not give the older man permission to punch and shove him and said he wanted to press charges against the older man.
The officer then went to the other man and asked him what happened. The older man echoed the story of the younger man but said the younger man was yelling at him as he followed him up the stairs. The older man said he went outside and the younger man attacked him and started punching him in the face. The older man said that the younger man grabbed a machete and started to chase him down the block. The older man said that the younger man was telling him he was going to cut off his head and kill him. The older man ran down the block and tried to call police. The older man said as he was trying to call, someone from a business came outside and called police.
The officer went to a business and spoke with a witness who said he saw the fight happening. The witness said the older man ran down the street while the younger one stayed by the vehicle. When the older man returned, he had a fence post and came after the younger man. That’s when the younger man grabbed a machete out of his vehicle but never unsheathed the machete. Both parties kept yelling at each other but put the weapons away. The witness said he then saw the younger man punch a truck mirror.
The officer returned to the men and asked the younger man if he indeed had a machete. The younger man said he did not and the officer peered in the man’s vehicle but could not readily see the machete. The man yelled at the officer and said he could not look in his car. The officer notified the man that he was told he had a machete and the man again insisted he did not. The officer photographed the duo’s injuries and the fence post.
The officer placed the older man under arrest for battery and disorderly conduct with domestic abuse and use of a dangerous weapon enhancers. The man was transported to the Clark County Jail without incident.
