Law Enforcement
n June 20 - An officer was dispatched to a residence in the city of Colby for a report of suspicious activity. The officer was advised that someone was knocking on her front door and she would like law enforcement to respond as she was not expecting anyone. The officer arrived at the residence and did not see anyone near the door of the residence or anywhere else on the street. The officer parked and observed two males on the other side of the chain link fence. One of the males was standing, leaning on the fence and the other was lying in the grass.
The officer made contact with the individuals and observed them to be very intoxicated. The male that was lying in the grass stumbled multiple times and fell over while the officer was speaking with him.
The officer asked the men if they were knocking on doors down the street. One of the men said they were because they were looking for his brother. The officer asked where they last saw the brother and they said they were drinking with him but started arguing about work drama and he walked away. The man said his brother was very drunk and he was worried about him.
While speaking to the men, the officer heard something about a fight that he couldn’t fully understand. The officer asked the men if there was a fight. One of the men said no and the other said yes.
The officer isolated the men so he could speak to them each individually. One of the men stated that there was an argument at work that day between the three of them. After drinking that night, the argument sparked back up. The man said the three men live together and said he just wanted to find his brother.
The officer interviewed the other man who was much more intoxicated and said the other man pushed him over. The man said he might have been hit in the face. The man said he did not want to press charges against the other man.
Soon after, dispatch advised the original complainant had called again and said there was an unconscious male passed out between the buildings by her door. A Clark County deputy went to check on the man. The man was identified as the brother of one of the men the officer was speaking to. The man was evaluated by EMTs and was cleared to go home.
The three of them went home together. A little while later, dispatch advised that a male was on the phone stating he was in his closet and was worried his nephew would hurt him and wouldn’t let him leave. The officer arrived and looked through the window and saw the nephew and his brother asleep on a mattress in the living room.
The officer knocked on the door and the nephew answered. It appeared as if the officer had just woken him up. The officer asked if anything was going on as dispatch had received a call stating that he was not allowing his uncle to leave.
The officer asked if he could speak to the man’s uncle and he was led into the residence.
The officer entered a bedroom and met with the man’s uncle. The man was on the phone with dispatch and said he wanted to leave. The officer asked him where he wanted to go and he said he wanted to stay at a hotel with his friend. The officer asked what happened when they got home. The man said his nephew had choked him. The man dodged the question and instead started talking about what had happened at work earlier that day. The man said he just wanted to leave and go to the hotel where his friend was.
The officer noticed no marks near the man’s neck or any other visible part of his body. The officer then spoke to the nephew who said there was no altercation. The nephew said when his uncle drinks, he becomes crazy. The nephew said his uncle wanted to leave and was going to drive his car to the hotel. The nephew said he told his uncle not to drive as he was drunk and the registration on the vehicle was expired. After that, they went to bed.
The officer offered to give the uncle a ride to the hotel and cleared from the scene without incident. n June 21 - An officer was dispatched to a residence in Colby for a report of a stolen motorcycle. The officer arrived on scene and made contact with a man. The man asked the officer several questions before opening the door and the officer said it seemed as if the man didn’t want to speak with the officer.
The officer eventually asked the man what was going on that day. The man said he noticed his motorcycle missing on June 10. The man said he parks his motorcycle in the back of the apartment building.
The man described the motorcycle and said he did not give anyone consent to take the vehicle. The man said he did not know who would have taken his motorcycle as the building does not have a camera system.
The officer photographed the paperwork for the motorcycle and had the man fill out a lack of consent form. n June 22 - An officer made contact with a female party who wanted to speak with law enforcement. The woman said she received a phone call from her grandson who said he wanted to come to her residence and sounded as if he were in trouble.
The woman said the grandson’s parents have been arguing a lot and that is what makes her think the boy is in trouble. The woman said her grandson has been staying with her for most of the summer so far. The woman wanted an officer to check on the family and home to ensure everything was all right. The woman also said there were mold concerns inside the house.
The officer made contact with a man at the residence. He identified himself as the grandson’s father. The man said he knew why the officer was at the residence and said everything was fine and both of his children were not in danger.
The officer had the father go inside and have the two kids come outside. The officer observed no panic or stress from the children. The officer then asked the father if there was any mold inside the residence. The man said there was but said he had gotten rid of it and said it was not black mold. The officer asked the man if he could enter the residence to check for mold. The man said he would not let the officer inside the residence. The officer said he would be forwarding a copy of his report to Clark County Social Services. n June 23 - An officer responded to a single motorcycle crash. The officer met with the driver. The driver was out of it and did not know what he had been doing but was able to answer basic identifying questions.
EMS cleared the man’s pockets before transporting him. The officer took possession of the items while the man was transported to Marshfield Medical Center.
The officer noticed that there was a large oil streak leading up to the crash that traveled almost two city blocks and at the beginning, had what looked like an oil plug of some sort. Pictures were taken and the bike was uprighted and secured. Cameras were checked but did not capture the moment of the crash. They did catch the driver riding past and did not notice any sort of distress or high rate of speed from the motorcycle.
The officer determined that the crash had been caused by the oil leaking onto the rear tire causing the motorcycle to spin out on the corner as he turned.
The officer made contact with the driver’s son and notified him of the crash. n June 25 - An officer was made aware of a suspect who was wanted by the Clark County Sheriff’s Office in reference to an incident that occurred in Curtiss earlier that morning.
Dispatch sent an email to all county agencies requesting that if contact was made with the suspect, officers should stop, hold and advise the sheriff’s office. In the afternoon hours, the officer observed a few individuals in the parking lot of the Colby-Abby Police Department. The officer walked up and asked what he could help them with.
A female said she was there to help translate and said there were some officers looking for her uncle earlier that day. She pointed at the man and identified him as the suspect officers had been looking for earlier that day.
The officer confirmed the man’s information and told him that the sheriff’s office needed to speak with him. The officer detained him and a Clark County officer came shortly afterwards to pick the man up.
