n February 13 - An officer conducted a records check of the registration of a vehicle traveling in the city of Abbotsford. The officer observed the registered owner of the vehicle to have a revoked driver’s license.

The officer conducted a traffic stop of the vehicle and another officer arrived on-scene with K9 Dodge. Dodge was deployed and alerted to the vehicle.

The officer was notified by Clark County Dispatch that the man was out on an open misdemeanor bail bond through Clark County which said he was not to drive any motorized vehicle unless he was in possession of a valid Wisconsin operator’s license.

The officer returned to the man and asked the man to get out of the vehicle. The man complied and was searched. The officers didn’t locate any items of evidentiary value. The officer conducted a probable cause search of the vehicle and found a small cut straw that was located in a plastic bag near the front passenger seat of the vehicle. No other items were found during the search.

The officer completed a citation for operating while revoked and told the man he would be receiving an additional citation if the straw tested positive for an illegal substance. The man was also notified a charge for misdemeanor bail jumping would be referred to the Marathon County District Attorney’s Office.

The officer tested the straw while back at the police station which tested presumptively positive for methamphetamine. Charges will be referred to the Marathon County District Attorney’s Office.

n February 13 - An officer was dispatched to a local gas station for a report that an employee found what they thought was a bag of drugs in the men’s bathroom. The officer met with a manager who said an employee found the contraband while cleaning the baby station around 1:30 a.m.

The manager had checked cameras and found that a truck driver had entered the bathroom along with a group of three men. They all left the rest room in a normal amount of time. There was also a group of two men that entered and spent 10 minutes inside. They also hung out in the store for an unusual amount of time.

The officer took the substance and transported it to the police station where it tested positive for methamphetamine. The bag weighed 4.5 grams.

n February 13 - An officer was dispatched to a residence in Abbotsford for a scam complaint. The officer met with a man who said he had attempted to send $600 to a man in another country. The man said he received a message from someone whom he had never met but was Facebook friends with.

The man showed the officer a screenshot of the post that would be made if the man did not pay. The post had multiple pictures of the man and the caption stated he is a child predator that pays underage girls for naked photos along with other slanderous statements.

With the screenshot was a message that said they would post this for all his friends and family to see on Facebook if he did not send them $1,200. The $600 the man did attempt to send did not go through because the account was flagged.

The officer told the man to make sure the payment was cancelled and to not send any money. The officer also advised the man to block the account and to not befriend people he does not know on social media.

n February 14 - An officer received a phone call from Clark County Dispatch advising a woman wished to report a theft complaint. Dispatch advised the woman wanted to speak with an officer stating items were missing from her vehicle which was parked at the impound lot of a local towing company.

The woman met with the officer at the police department and advised the officer that her husband had been arrested by the Clark County Sheriff’s Office during a traffic stop on February 11.

The vehicle was left at the traffic stop location, unlocked with the keys left inside the vehicle at the arrested man’s request. The woman was not involved with the traffic stop.

The officer understood that a passenger of the vehicle came back to the traffic stop location after the traffic stop was concluded and could not locate the keys for the vehicle. The vehicle was then towed.

The woman said she and her sister drove to the intersection where the arrest took place but could not locate the vehicle. The woman was advised the vehicle was towed and went to the towing company to pay the bill for the vehicle.

The woman spoke to staff there who informed her that no key was located inside the vehicle when it was towed. She attempted to find the key but was unsuccessful. She said she had previously had a black and gray backpack in the vehicle. The woman said she observed items from her backpack had been placed on the rear floor of the vehicle.

The woman said she again returned to the vehicle at the towing establishment but could not locate the backpack. She said she believed it was taken from inside the car.

The woman said inside the backpack was a Chromebook laptop, a DVD player which connects to her laptop and several adult coloring books.

The woman estimated all of the belongings to be around $360. The woman said she believed the items were taken out of the vehicle at the traffic stop location by the passenger of the vehicle. She said she could not be sure but assumed the passenger was at fault as her husband gave the passenger permission to move the vehicle.

After the officer was done gathering the complaint from the woman, he advised her she had an active Clark County warrant and another officer placed her under arrest and transported her to Clark County Jail.

The officer faxed a lack of consent form to the Clark County Jail for the woman to fill out.

n February 18 - An officer was stopped at a red traffic light and observed a vehicle turn onto Hwy. 13 from East Oak Street in Abbotsford. The officer observed the vehicle entered the opposite lane of travel and stayed in that lane for several seconds before it entered the correct lane of travel.

The officer turned around and conducted a traffic stop of the vehicle. The officer made contact with the male driver who said his phone fell off the center console to the floor and he attempted to grab it, causing him to swerve.

The officer asked where he was coming from. The man stated he was coming from work and headed home. The officer knew the man’s home address and work location would not have caused the man to be on Hwy. 13 in Abbotsford. The driver said he went around and was coming from work and showed the officer a brochure of his workplace.

The officer could smell the strong odor of alcohol coming from inside the vehicle and observed the driver to have glossy eyes and was speaking slowly. The officer asked the man how much he had to drink. The man said he had three beers since he finished work.

The man gave the officer his driver’s license and gave the officer his insurance information. The man said he would be willing to do the field sobriety tests but refused to take the preliminary breath test.

The officer then placed the man under arrest for operating while under the influence and transported him to the Colby-Abbotsford Police Department.

The man attempted to reach a sober party but was unsuccessful in reaching anyone. The officer then issued the man citations for operating left of center, operating while under the influence and operating with prohibited alcohol concentration.

The officer then transported the man to his residence where he was released to a sober party.

n February 19 - An officer was traveling in Abbotsford when he noticed a vehicle come to a stop as it approached a stop sign. The vehicle traveled into the oncoming lane of traffic and the driver’s side front tire came close to the opposite lane shoulder of the road.

The vehicle applied its brakes and turned quickly, coming in close contact to the correct lane of travel shoulder.

The officer initiated a traffic stop and met with the driver. The officer notified the man why he performed the traffic stop and the man stated he was sorry and said, “I’m a little bit drunk.”

The man said he did not have an ID with him and said he had three beers. The officer asked the man how he was drunk from three beers and the man said he was “a little bit drunk, but not completely drunk.”

The officer returned to his patrol vehicle and conducted a records check of the man through Clark County Dispatch. Dispatch advised the man did not return with a driver’s license.

The man said he would be willing to conduct field sobriety tests and a preliminary breath test which returned with a result of 0.112.

The man was placed under arrest for operating while under the influence and was transported to the Colby-Abbotsford Police Department.

The man was issued citations for operating without a valid license, operating left of center, operating while under the influence and operating with a prohibited alcohol concentration. The man was then released to a sober party.
