City council minutes

City of Medford Common Council Meeting Minutes Tuesday, May 5, 2020 6:00 PM Council Chambers, City Hall 639 South Second Street, Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Laura Holmes, Greg Knight, Tim Hansen, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.

Pledge of Allegiance

Alderperson Holmes began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: City Clerk Ginny Brost, City Coordinator/Public Works Director John Fales, Police Chief Chad Liske, Patrol Officer Craig Amundson, Patrol Officer Karie Thums, Street & Water Superintendent Joe Harris, and Building Inspector/ Planner Bob Christensen. City Attorney Courtney Graff was an excused absence.

Visitors Present

Visitors present were Brian Wilson-Star News, retired Police Chief Bryan Carey, Scott Teigen-Kwik Trip, Rebecca Zuleger-Farmers Market, Jim, Ann & Russell Thums, Lacey Liske, Jeannie Deml, and Mike Brandner.

Citizens & Delegations Comments No citizens or delegations addressed the Council.

Presentation - Certificate of Appreciation to Peggy Kraschnewski Former Alderperson Peggy Kraschnewski was unable to attend tonight’s meeting.

Presentation - Certificate of Appreciation Mayor Wellner presented a certificate of appreciation to recently retired Police Chief Bryan Carey.

Police Oath of Honor

Mayor Wellner administered the Police Oaths of Honor to Police Chief Chad Liske, Patrol Officer Craig Amundson, and Patrol Officer Karie Thums.

Minutes

Laura Holmes moved, Christine Weix seconded a motion to approve the minutes from the April 21, 2020 Council meeting, and to place the same on file in the Clerk’s Office. All in favor: All Aye. Motion Carried.

Presentation - 2019 City Audit Including the 2019 Tax Increment Finance Districts #5, #6, #7, #8, #10, #11, #12 & #13 and the Management Letter In February 2020, Clifton Larson Allen LLP (City auditors) were advised that the 2019 audit presentation was scheduled for May 5, 2020. Last week, the City auditors were told that the electronic version of the audit had to be submitted to the City Clerk by noon on May 1st. As of today, the City had not received the electronic version nor the hard copy.

Clem Johnson moved, Dave Roiger seconded a motion to table the 2019 City audit including Tax Increment Finance Districts #5, #6, #7, #8, #10, #11, #12 & #13 Audits, and management
