n May 12 - An officer was dispatched to an apartment in Colby for a welfare check. An anonymous caller stated that a man was being tortured at a residence in Colby.
After a back and forth with a complainant and the supposed suspects, the officer concluded that there was no evidence to substantiate that a crime was committed. No one has come forward stating they were a victim of such a crime.
n June 5 - An officer was dispatched to a residence in Colby for a harassment complaint.
The officer met with the complainant who said her brother had recently passed away and she was the last known relative of his responsible for taking him off life support. The woman said she had not been super close with her brother and that he had some friend/associates that had more of a relationship with him.
The woman said once he died, the friends were having a feud with her about his possessions. The woman ultimately ended up receiving harassing messages from the friends and banned them from attending her brother’s funeral and receiving the possessions they claimed he had promised them.
This caused more friction and harassing messages. The woman reported this all to a separate police officer from a different department and that further messages would have to be reported to her local police department. The officer there spoke with each member sending the messages advising them to stop. The woman said that occurred one day prior to her receiving more messages.
The woman showed the officer the messages but they were not threatening towards her. She said she just wanted them to stop talking to her. The officer advised the woman to block all the numbers if she did not want the contact. The officer said if she had the phone numbers, the officer could call them and ask them to stop but ultimately could not stop them.
The woman asked the officer to speak with them anyway and said she would have her daughter help her block the individuals.
n June 6 - An officer was on routine patrol in Abbotsford when he noticed a vehicle swerve in its lane of travel while traveling north on Hwy. 13. The officer followed the truck and observed it to completely cross the center line near Spruce Street. The officer performed a traffic stop of the vehicle and met with the driver.
The officer advised the driver of the reason for the stop and asked for her driver’s license. The officer then ran her information through Clark County and found her to have a body only warrant through Clark County. The officer asked the woman to step out of the vehicle to speak with the officer.
She asked the officer if she was under arrest and the officer advised her she had a warrant for failure to appear in court for battery charges. The woman stated she knew she missed court.
The officer placed the woman under arrest and transported her to the Clark County Jail.
n June 9 - An officer was dispatched to a business in Abbotsford due to a noise complaint. Upon arrival, the officer did not hear any excessive noise but did observe two large tour buses with images of a band on the side. The officer met with two male individuals in the parking lot of the business. One of them said they managed the business and the other said he was the promoter who arranges the entertainment. The officer informed them he was there due to a noise complaint.
The two men said they had just finished playing but there would be more music later in the night. The officer informed them that the music that was being played before the officer’s arrival must have been too loud if there was a complaint coming in about the noise. One of the men said they are using the same equipment that they always do and that the bands came all the way from Mexico.
The officer informed them of the ordinance in place in the city and suggested they turn down the volume, especially the bass and that they keep doors and windows closed to attempt to keep the noise from traveling too far when the music started back up. They said they would and the officer left the scene.
About two and a half hours later, the officer was again dispatched to the business for a noise complaint. The officer was at the department when he received the call and walked to his patrol vehicle. He could hear the bass coming from the business down the street as he walked to his vehicle. Upon arrival, the officer met with security and asked them if they could find the owner of the establishment for the officer. The officer met with the daughter of the owner who said the owner was in Texas. The daughter gave the officer her mother’s contact information and the officer informed the daughter he would be issuing a written warning to her mother for the Abbotsford ordinance pertaining to loud and unnecessary noise. The officer informed them if he came back, he would be issuing a citation. No further issues occurred that night.
n June 10 - An officer was on routine patrol in Abbotsford when he observed a vehicle parked in a parking area on North First Street. The officer saw the vehicle reverse out of the angled parking spot and drive north. After a few seconds of the vehicle moving, the officer saw it drive towards other parked vehicles located on the side of the road. The officer then saw the vehicle strike a parked vehicle and continue driving north. The vehicle came to a stop at the intersection of East Birch Street and North First Street and the officer activated his emergency lights as he pulled in behind the vehicle.
The officer exited his vehicle and made contact with the driver and three passengers. The officer asked the occupants if they were OK, and they said they were. The officer informed the driver that he had stopped him because the man had hit a parked car. The driver advised the officer that he hit his friend’s car. The officer asked the man why he hit his friend’s car and the officer could not understand his response. The group said they were coming from a party in Abbtosford. The officer noticed the driver to be speaking very broken with slurred speech and glossy eyes. The officer also observed the moderate odor of intoxicants coming from the vehicle.
The driver of the vehicle said he did not have any alcohol. One of the passengers said everyone had something to drink but herself.
While the officer was speaking to the occupants of the vehicle, another CAPD officer checked on the damage to the other vehicle. The officer met with indi near the parked vehicle who said the vehicle’s owner was extremely intoxicated and was currently sleeping at a friend’s house. The person provided the officer with an expired insurance card and said she would inform the owner of the vehicle of the damage.
The officer talking to the individuals inside the striking vehicle ran the occupants’ information through the Wisconsin Department of Justice system. The driver came back as not having a driver’s license issued.
The officer went back to the vehicle and had the man exit the vehicle. The officer again asked the man how much he had to drink and the man said he didn’t have anything. The man told the officer his vehicle did not have insurance on it and agreed to perform field sobriety tests. After one of the tests, the officer stopped the field sobriety tests as the driver could not follow directions and perform the test.
The officer placed the man under arrest for operating while under the influence (first offense) and had all the passengers exit the vehicle. The officer asked the woman who stated she had not drank anything that night if she could pick the man up at the police department. The woman said she could and consented to a preliminary breath test. The woman then said she had a little bit to drink. The result of the test was 0.236 and the officer told the woman she had lied to him and told her the consequences of obstructing the investigation. The woman returned to the sidewalk.
The officer turned to one of the other passengers and told him to find a sober party to pick them and the man up. A man from Marshfield was reached and said he would come to Abbotsford to pick them up. The officer then took the keys to the vehicle and transported the man to the Colby-Abbotsford Police Department. The man was then given citations for operating while under the influence and operating without a valid license.
The man would not cooperate with the arresting officer during an intoximeter test. The officer waited for someone to pick the man up but the man was unable to locate anyone to pick him up. The man who originally said he would pick them up would not be able to come until the next day. The officer advised one of the passengers of the vehicle that he would be taking the man to Clark County Jail. The officer transported him to the jail without incident.
