n May 9 - An officer received a phone call from a woman who said a man she knew has been following her around as she drove. The woman said she believed the man wanted to speak with her boyfriend regarding an incident that occurred two weeks prior. The woman said that both her and her boyfriend want no contact with the man and said that her boyfriend has a no contact order with the man as a condition of his probation.

The woman said another officer was at her residence earlier for an unrelated call when he informed the woman that the man was parked facing the woman’s residence.

The man was issued a stalking warning letter earlier this year after an altercation between the man and the woman’s boyfriend.

The officer attempted to make contact with the man at his former residence. A woman answered the door and said the man doesn’t live there any more. The woman stated the man was at her residence earlier but left for Medford a time later.

The officer called the complainant back and informed her the officer was unable to make contact with the man but said extra patrols would be done on her street. He told the woman to call the department if the man showed up again.

The man said he last remembered seeing his plate the night prior. He said he had eaten at a restaurant in Medford and left there around 10 p.m. the night before. The man then went to a few other locations before returning home to Colby.

The man woke up on May 13 and found the plate to be missing. The man applied for another license plate and had been issued a new temporary plate. The man filled out a lack of consent form and said he would call the department if he found the plate The officer agreed to follow up with neighbors to see if they had any information on the missing plates.

n May 14 - An officer was on patrol in Abbotsford when he noticed a group of individuals outside a bar. While looking at the group, the officer noticed a juvenile at the establishment whom the officer recognized from previous law enforcement contacts. The officer knew the person to be under age so the officer turned around and parked near the front door of the bar. When the officer got out, he did not see the juvenile standing outside any longer.

The officer entered the bar from the front door and observed the juvenile inside the establishment, standing at the bar. In front of the juvenile appeared to be a plastic cup with a yellow liquid inside.

The officer made contact with the juvenile and had them step outside. The juvenile asked why she needed to step outside and the officer said because she was underage inside a bar at 1:30 in the morning. The officer had to ask the juvenile to leave the bar multiple times before she eventually complied. Once outside, the officer asked the juvenile if she was drinking inside the bar and she stated she was not. The juvenile then said her mom was at home sleeping and admitted to drinking, but not at the bar. The juvenile said she had ordered drinks inside the bar but they were for her friend.

The juvenile then agreed to a preliminary breath test. The result of the test was 0.084. The officer said he would take the juvenile home and speak to her mother. The juvenile was then transported to her residence and the officer spoke to her mother and explained that the juvenile would be receiving an underage drinking citation.

n May 14 - An officer was on patrol in Abbotsford when he observed a vehicle traveling north on Hwy. 13 with its high beam headlights activated. As the vehicle passed the officer, the officer observed the vehicle to cross the double yellow center line in the roadway. The officer turned around and initiated a traffic stop of the vehicle.

The vehicle pulled into the east most lane which was shut down due to construction. The officer approached the vehicle and made contact with a male driver and female passenger.

Due to the highway being reduced to one lane, the officer asked the driver to come to the back of the vehicle so he could speak to him. As the driver was stepping out of the vehicle, the officer observed him to be unsteady on his feet. The man also placed his hands on the vehicle as he was walking.

The officer introduced himself and advised the driver of the reason for the stop. The officer observed the driver to have glossy, bloodshot eyes and a strong odor of intoxicants coming from the man’s breath. The man said he was coming from his brother’s house in Abbotsford and said he had five beers.

The man said he did not have an ID and would not write down his information. The officer contacted Clark County Dispatch and asked who the registered owner of the vehicle was. Dispatch returned with a registered owner and the man’s information was later matched to the man the officer was speaking to. The officer asked the man if he would perform field sobriety tests to ensure he was OK to drive. The man refused. The officer then placed the man under arrest for operating while under the influence. The officer then made contact with the passenger who said she was not drinking and consented to a preliminary breath test. The result of that test was 0.00. The woman said she would follow the officers to the police department to pick up the man.

The man was issued citations for operating without a valid license, operating left of center, operating while under the influence and operating with a prohibited alcohol concentration. The man was then released to the female.
