n October 29 - An officer was traveling behind a vehicle and conducted a registration check of the vehicle. The officer found that the owner of the vehicle had a suspended driving status and conducted a traffic stop of the vehicle. The officer made contact with the driver and three passengers in the vehicle. The officer asked where the driver was heading and he stated he was going to Curtiss from Abbotsford. The officer noticed the driver to have glossy, bloodshot eyes, slow speech and the smell of intoxicants coming from the vehicle. The driver stated he had three or four beers.

The driver came back as not having a valid driver’s license. One of the passengers was the owner of the vehicle and another passenger came back with a Clark County warrant for failure to pay, and operating without a valid license.

The officer then had the man perform standardized field sobriety tests and preliminary breath test which came back with a result of 0.240.

The officer informed the driver he was under arrest for operating while under the influence (first offense).

A man arrived at the scene and said he would take responsibility for the driver. The officer then informed the passenger with the Clark County warrant that he was under arrest for the warrant and transported him back to the Colby-Abbotsford Police Department.

The man paid his bond amount and a responsible party came to pick up both the driver and the passenger.

n October 29 - An officer was dispatched to a local bar for a male individual who was unconscious from consuming too many alcoholic beverages. Upon arrival, the officer made contact with the individual in the bar who was sitting on a bar stool but was being held up by other customers.

The officer observed the male to be extremely intoxicated as he was slurring his speech and could not stand on his own. Clark County Dispatch advised the officer that an ambulance had been dispatched to the scene as well. The officer verbally obtained the man’s information and the man said he did not want the ambulance to check on him.

The man was helped out of the bar and his wife assisted him into the passenger seat of her vehicle. The man’s wife stated she would look after him.

n October 30 - An officer was called to a gas station for a trespassing complaint. Clark County Dispatch advised the employees of the gas station stated that a customer was in the store and was not welcome on the property. The officer knew from former contacts with the man that he was a former employee of the gas station.

Upon arrival, the officer met with staff who advised the man came into the store attempting to buy alcohol. The staff advised that they did not allow the man to purchase any items and advised him to leave. A staff member said they were in the process of barring the man from the store permanently. The manager stated the man was no longer welcome in the store.

The staff said the man was not causing an issue in the store but has been coming into the store at times when a different, younger female employee was ending her shift. Staff stated the man approached said employee in the parking lot after her shift.

The officer said he would make contact with the man and inform him he was not welcome on the property. The officer later met with the man at his residence and issued the man a trespassing warning letter and advised him he was not welcome on the property.

The officer explained the consequences if the man were to return and the man said he did not want to cause issues with the store.

n October 30 - An officer was dispatched to an area in Abbotsford for a vehicle that had left the roadway and struck a light pole.

The officer was notified that there were a few individuals on scene blocking the vehicle in as it was trying to leave the scene. The officer arrived and saw three vehicles in the area. A truck was parked the wrong way on the shoulder facing me, a truck with a trailer of wood was half in a driveway parked in front of a white SUV and there was another green SUV behind the white SUV with two males standing in front of it. The officer was met by a man who said he was the homeowner at the end of the driveway the cars were parked in.

The man said that the green SUV occupied by the males had been traveling eastbound on East Spruce Street when it attempted to pass a truck also headed eastbound. The green SUV was traveling at a very high rate of speed and when it got alongside the truck, realized there was a vehicle headed westbound right for them. The green SUV slammed on its brakes, lost control and skidded off the road, knocking over a light pole.

The man said he and his wife had been leaving to make a trip into town at that time and were going down the driveway as the incident happened. The man said he saw one of the occupants of the green SUV throw a case of beer out of the car along with some beer bottles where it came to rest in the ditch. The occupants then got back in the vehicle and began driving towards the house until they were able to find a spot shallow enough to get back onto the driveway. The SUV got onto the driveway and began heading back towards East Spruce Street like it was going to drive away. The man said he stopped in the middle of the driveway to prevent it from leaving. The truck that the SUV attempted to pass had stopped and turned around and was the one facing the wrong way at the end of the driveway. The truck that was coming towards the SUV as it was trying to pass had also stopped and turned around and parked blocking the whole driveway as it saw the SUV attempt to leave.

The officer spoke with the persons that were stopped at the end of the driveway and everyone said the same story as the property owner.

The officer then spoke to the males standing outside the green SUV. One of the men identified himself as the driver of the vehicle. The man said he was trying to pass a truck and did not realize there was an oncoming vehicle. When he finally realized that a truck was coming at him, he slammed on his brakes and the vehicle went in the ditch. The man said he was going 50 miles per hour which was what the driver of the truck said he was going.

The man said he was going to Marshfield and admitted to drinking about six beers.

The officer noticed that the vehicle’s airbags had both deployed but the men said they did not have any injuries. The officer also noticed there were open bottles of beer inside the vehicle. The officer asked if the duo had any marijuana inside of the vehicle and the driver said they had a pipe. The man clarified saying they had prepped a pipe to smoke but had not yet smoked it.

The officer then had the man go through standardized field sobriety tests and a preliminary breath test which came back as a result of 0.125.

The driver was placed in handcuffs and the passenger was cited for having open intoxicants in a motor vehicle as the passenger. The officer searched the vehicle and found two marijuana grinders. The officer then searched the area where the witnesses had stated the men threw a case of beer out the window and found the empty case as well as a blue marijuana pipe with burnt residue inside. The officer transported the driver to the Colby-Abby Police Department and issued him citations for OWI first offense, failure to maintain control of a vehicle, and possessing open intoxicants in a vehicle as the driver. The officer said he would be giving the driver two more citations if the substances inside the grinders came back positive for marijuana.

n October 30 - A woman met an officer at the CAPD building to report an instance of stalking. The woman said she had dated a man for some time but had broken up with him about two years ago. The woman said there was no issues after that until about two months ago. The woman said the man began showing up to her house unannounced late at night.

The woman said that each time would be different in that the man would sometimes park on the road, sometimes he would park in her driveway revving his engine, other times he would do a burnout in front of her house. The woman said it was annoying but he had not scared her while doing this. The woman said it began getting worse after she got a new boyfriend.

The man began getting out of the vehicle and walking around her lawn late at night. A few times the man knocked on her door and threatened that he would beat up her boyfriend. The woman said the man started showing up at her work in Abbotsford and threatening the same thing about beating up her boyfriend.

The woman said she has asked him to stop numerous times but the behavior has continued. The woman said he has recently sent her harassing messages from fake Facebook accounts repeating the threat to her boyfriend. The woman said the man only shows up unannounced on Friday or Saturdays.

She said she is sick of this and wants it to stop. The officer said he would give the man a stalking warning letter and that if he showed up again, she should call the CAPD right away.

The officer asked the woman if her boss could ban the man from the property and to call the department if the boss plans to do that.

The officer went to the man’s house to give him a stalking warning letter. The man was not home but a roommate said he would call when the man got home. The officer later received a call from a woman who said he was there. The officer gave the man the warning.

The man said he thought it was a misunderstanding as he was dropping off a friend whom lived nearby last night. The officer advised the man of the consequences of violating the warning letter and told him to stay clear of the house. The man said he would.

n October 30 - An officer was dispatched to a residence in Abbotsford for a trespassing/parking complaint.

The officer met with the caller who showed the officer to the rear of the property. The man said the neighbors directly across the block to the east had been driving on his property. The man said there was an alley but it was grass between houses. Directly in the center of the alley was a large mud hole and tracks could be seen going around the mud hole entering onto the man’s property before returning to the alley.

The man said he has contacted the city about fixing the hole and that it was on their agenda just not a high priority. The man said he wanted them to stop driving on his lawn because they frequently left garbage on his side and he did not want his lawn wrecked.

While speaking with the man, the officer saw a truck parked half in the alley and half on the man’s property. The officer said he would talk to them about not driving on his property.

The officer met with residents near the truck and asked them not to drive on the man’s property. The resident agreed and said he would let others know to not drive on the man’s property.

n October 30 - An officer was working in the city of Colby on Hwy. 13 when he observed a vehicle traveling north. The officer was traveling south but as the vehicle came closer, the officer noticed the vehicle’s left turn signal activate while it was traveling slowly. The officer stated he assumed the vehicle was going to make a u-turn in the roadway to also travel south.

As the officer approached the vehicle, it made a U-turn and turned left into the officer’s lane of travel. The officer had to apply the brakes heavily to avoid the vehicle.

The officer activated his emergency lights to conduct a traffic stop of the vehicle. The officer made contact with the driver who said he knew why the officer was pulling him over. The driver said he had the wrong directions to where he was traveling. The driver said he was from Florida but he was visiting a relative in Colby.

The officer noticed the driver to have glossy and bloodshot eyes and also observed the mild odor of intoxicants from inside the vehicle. The driver admitted to having two beers to stay awake. The driver said he drank beer at the store and said his last drink was approximately 30 minutes ago. He then said there were no drugs or alcohol in the vehicle.

The officer conducted a records check of the driver through the Wisconsin DOJ system. The officer noticed the man didn’t have a Wisconsin driver’s license and Clark County Dispatch informed the officer the man didn’t have a Florida driver’s license either.

The man then performed field sobriety tests and preliminary breath test which came back with a result of 0.193.

The officer placed the man under arrest for operating while under the influence first offense.

The officer transported the man to the police department and asked him if he had a person that could come and pick him up. The man said he did not want to call his ex-girlfriend as he had problems with her and his children were all under the age of 14. The man was frustrated that the officers wanted to call his ex-girlfriend and wake up his kids.

The officer again asked where the man was traveling to and he stated he was heading to his son’s house who was 12 years old. The man confirmed that that was his ex-girlfriend’s house. The officer asked the man why he was going to his ex-girlfriend’s house in the middle of the night if he had issues with her. The man said he was going to surprise his kids. The officer told the man his story did not make sense and he would not surprise his children while intoxicated and in the middle of the night. The officer attempted to gather the man’s exgirlfriend’s name but the man would not give it to the officers. The officer completed citations for operating with a prohibited alcohol concentration A Clark County Sheriff’s deputy transported the man to the Clark County Jail without incident.

n October 31 - An officer observed a vehicle traveling in the city of Abbotsford with no lights on after dark. The officer made a traffic stop and met with the driver who said he was borrowing the car and did not realize the lights were not on.

The officer ran the man’s information and was told he had a warrant through Clark County.

The officer placed the man under arrest for the warrant and subsequently deployed the K9 for a free air sniff of the vehicle. K9 Dodge alerted to the odor of narcotics coming from the vehicle. A search of the vehicle was done and nothing of evidentiary value was located. The vehicle was locked and the keys were given to the man. He was transported to the Clark County Jail without incident.

n November 2 - An officer met with a man who said he was hired to transport a vehicle from Illinois to Stanley. He said on Oct. 6, he was in Abbotsford and the trailer had broke down. The man said he had spoke to someone at Mid State in Abbotsford and was allowed to park the trailer which had the vehicle loaded on it. The man said he came on Nov. 2 to pick up the trailer and finish the transport and said it was gone but the trailer had a GPS tracker on it.

The man gave the officer a copy of the title for the trailer and a copy of the buyer receipt for the vehicle. The vehicle was registered to the man’s nephew and the man said his nephew was doing a rent to own on the vehicle.

The man said that when the trailer broke down, his nephew had stopped making payments on the trailer but the seller told them they had seven days to make payments a week before the complaint.

The officer called the trailer company and they said they had repossessed the trailer and gave the officer a phone number for the man to call.

The officer forwarded on the phone number to the man.

n November 2 - A man met with an officer about a complaint with two of his co-workers. The man said on Oct. 27, around 3 p.m., he was walking on a street in the city of Abbotsford. The man said a dark car came too close and nearly hit him as he was walking.

He then said he observed the same vehicle parked in front of the La Tropicana grocery store later that day. The man gave the officer the license plate for the vehicle but it was not associated with any registered vehicles. The man confronted the driver of the vehicle that nearly hit him and said the driver cussed at him and told him to shut up.

Two days later, the man was approached by the driver and another man in the parking lot of their work place. The complainant did not realize the driver was also employed at his place of work. The man said the driver threatened him and wanted him to get out of the car and fight. The complainant did not exit his vehicle and the driver left.

After they had left, the complainant met with his supervisor to report the threats made by the driver. Two days later, the complainant received a three-day suspension from work. The complainant said the driver had made false accusations about him to his supervisor and is unsure why his employer believed their story. The man wanted the incidents documented in case the driver continues to cause problems with the complainant. The officer informed the man any incidents that occur in Dorchester would have to be reported to the Clark County Sheriff’s Office.

n November 3 - An officer met with a man who said he noticed some concerning transactions on his past bank statement. There was a transaction for about $40,000 for a legitimate company that deals with different currencies along with crypto currencies. The man said that he immediately contacted his bank and disputed the charge. The man said that the bank was able to get the funds returned.

Shortly after, there was another money transfer to American Express for around $30,000. The man again contacted his bank and had meetings with their fraud department. The man was successful in getting the funds back and the bank changed his accounts as they felt he must have been hacked or someone had gained his account information. The man said that after the meeting, the bank advised him to report the incident to the police for documentation purposes. The man made mention that he was receiving emails from his bank’s customer service department and the emails included his account numbers in them. The man said he had contacted the bank whom advised him that they had not sent those emails to him and to not give any information or reply back.

n November 3 - A woman contacted the police department to report she had been harassed by an unknown person who resides in the same apartment complex. The woman said a note was put on the bulletin board in the common hallway of the apartment that was mean and hurt her feelings. The officer said he would meet at the apartment complex and view the note.

When at the complex, the officer observed a strongly worded letter that was posted on a board for others in the complex to see.

The woman asked the officer if he could take it to be fingerprinted. The officer informed the woman the crime lab would not process the note for fingerprints due to the nature of her complaint. The officer said he would document the incident and told the woman to contact the police if any more notes are posted.

n November 4 - An officer was traveling in the city of Colby when he observed a vehicle crossing over the center line with both passenger tires. The officer ran the registration plate and the registered owner came back as having no driver’s license issued.

The vehicle continued for a time with its left turn signal on and the officer initiated a traffic stop.

The officer made contact with the driver and could smell a strong odor of alcohol coming from the vehicle. The man also had three other individuals in the vehicle. The officer asked the man if he had been drinking that night and the man said he had but he was on his way home. The man said he had four beers.

The officer ran the man through standardized field sobriety tests and a preliminary breath test which came back with a result of 0.141.

The officer placed the man under arrest for operating while intoxicated, first offense and also completed a citation for operating without a valid driver’s license and was released to a responsible party.

n November 5 - An officer was dispatched to an Abbotsford apartment complex for a disturbance. Dispatch notified the officer that there was a woman outside of the residence that was knocking on the door and would not leave the residence after being told to leave. The officer arrived and asked the woman what was going on.

The woman said she arrived at the residence to visit some friends and no one has come to the door to let her in. The woman stated she had not gotten into an argument with anyone at the residence and would just like to be let in to visit.

The officer made contact with two individuals living inside of the residence who said the woman came to take some belongings back to her residence in Wausau. One of the individuals had said the woman and the other individual were dating and had just broken up. They said the woman had taken everything that was hers and there would be no other items other than a mattress that belonged to the woman.

One of the individuals said an argument ensued earlier in the day and they believed the woman had come to argue about that further that night. The officer told the woman to go home for the night and come back another time for the rest of her belongings and she did so.
