Cadott Village Board; Ordinance compliance date set for Schofields

Glenn and Alynn Schofield heard what needs to be done with their property at 801 North Main Street, and when the actions need to be completed by, during a regular Cadott Village Board meeting April 17.
The Schofields started filling in their yard in the fall, in efforts to slow down water coming through their yard. The changes to the topography were more than is allowed under the village ordinances.
Ordinance Committee chair and board member Les Liptak says the committee came to the conclusion that the property modifications don’t comply, and the yard needs to be brought into compliance.
“We wanted to bring it to the full board, so we have a time definitive when the compliance will be completed,” said Liptak.
Liptak says, if the area isn’t brought into compliance by the timeframe set by the board, the committee agreed daily citations should begin.
A. Schofield asked what the stipulations are to come into compliance. Board member Russ Falkenberg read the ordinance for those in attendance, which states the maximum slope ratio for within 20 feet of the property line.
“Basically, what you have now, things are kind of walled,” said Terry Licht, board member.
He says grading from the original property level, up to where they would like to be, over the course of the 20 feet from the property line, will be fine.
“That’s pretty much what we had planned,” said A. Schofield.
When it comes to the timeline, Licht says he would like to see grass established by September. Board members agreed the deadline to get the yard grades into compliance, is Wednesday, June 21.
The building permit fee schedule was also updated, during the meeting, after village zoning administrator Gary Rykal suggested the board consider some changes, at a previous meeting.
The base fee for projects $20,000 or less, is $20. The fee will be $1, per thousand after that, with an overall fee cap of $500. There is also a penalty fee in place for starting work before getting a permit.
The board also approved a resolution authorizing the viltary lage to direct charge public fire protection.
“This was sent to us by the auditors,” said Anson Albarado, village president.
The resolution is part of the process of shifting the hydrant rental fees to customer bills, to free up money in the General Fund for other village needs.
Rubin Metzenbauer, a resident along Front Street, says the road is in rough shape after the village graded it. He says he hopes the village is able to repair the damage.
Jeremy Kenealy, director of public works, says they did go back after the road dried out to try to smooth it out and that he hasn’t looked at it since then.
“It’s the worst I’ve ever seen since I’ve lived there,” said Metzenbauer.
Randy Kuehni, board member, says they will do their best to straighten out the mess.
The possibility of converting the tennis court in Riverview Park to a pickleball court was also brought up again. Kenealy reported that he and Kuehni visited the new pickleball courts in Owen-Withee, and Abbotsford. The costs for those were coming to $30,000-$42,000, depending on whether they did a single or double court.
Albarado asked whether the tennis court they have now would accommodate one or two pickleball courts. Kuehni says that will fit two, with some space left over.
“The only thing is, one pickleball court isn’t enough,” said Kuehni. “We heard that from both cities.”
Licht said he also brought the topic up at the Lions club meeting and another idea tossed out there, was to put the pickleball courts in where the volleyball courts on the east side of the park are, so the tennis court could also stay.
“There was definitely interest in having a pickleball court,” said Licht.
The Park Committee will look into the options more, in the future.
As a notice to the public, large item garbage pick-up day is scheduled for Monday, May 8.
