Curtiss to refinish Community Center floor

The Curtiss Village Board met on February 7 and the board mulled over options on what to do with the deteriorating Curtiss Community Center (CCC) floor.

Director of Public Works Larry Swarr said the wood floor in the south room could use a refinishing job. Swarr said the floor could be refinished by village personnel and estimated the repairs would cost about $2,250 in total.

Swarr told the board the floor would be able to be sanded down, cleared and refinished using about $1,600 worth of finish and $800 worth of sandpaper.

He did warn the board that he would not have time to refinish the floor in the summer as his list of items he has to do grows in the summer and he suggested the floor be taken care of in the coming weeks.

Swarr also talked with R& R Flooring out of Spencer and said they estimated the floor would cost about $8,500 for them to sand and refinish one room or $7,500 if the board wanted to go with a vinyl board alternative.

Swarr said he’d prefer to take care of it himself and the board agreed. Treasurer Jane Stoiber was unsure if sanding would work because she believed there was not enough wood on the boards left to sand.

They approved Swarr to start with the floor of one room and if the finish looks good, he could go ahead and redo the rest of the floor.

Stoiber said there was $17,000 in a rental fund that would take care of the cost of repairs.

Swarr met with members of the DNR who were skeptical about his dewatering idea and plan.

The DNR would like a 3D drawing of the proposed system, an effluent limits request and a plan to address the difference in temperature between the surface water and ground water so the discharged ground water would not shock the aquatic life as it was discharged to the swamp.

Swarr said he thought the plan would work but the DNR hasn’t seen it done before so that’s where their skepticism comes from.

“[The DNR] hasn’t seen it work because nobody has done it,” Swarr said.

He suggested the pilot move forward as presented with a limit increase of $1,500 for engineering. The board agreed and Swarr will work with CBS Squared to develop a pilot that could become a permanent option.

Other business

The village’s current ordinances state that a refund of the village rental deposit gets nullified if debris is left behind. The village noted they found two broken beer bottles behind the CCC after an event. They could not prove that it was the group that was renting the hall and therefore the rental deposit was refunded.

The village wanted to clarify who was supposed to clean the CCC after it is used. Board members acknowledged the CCC did not have the proper cleaning chemicals or tools so no one could be blamed for not cleaning properly. They agreed to get the proper materials in the CCC and then adhere to the contract.

The village is looking into getting new soccer goals for the Curtiss Lions Park. They thought a 24-foot regulation goal might be too big so they were going to look into different, smaller options.
